The Quality Control Manager serves as the contractor's lead for quality assurance and is dual-hatted as the Alternate Contract Manager. This individual develops, implements, and manages the Quality Control Program while ensuring contract performance complies with all contractual, Department of Defense (DoD), U.S. Army, and West Desert Test Center (WDTC) requirements. In the absence of the Contract Manager, the Quality Control Manager assumes Alternate Contract Manager responsibilities and supports overall contract administration, customer communication, and program execution.
Responsibilities:- Develop, implement, and maintain the Contract Quality Control Plan (QCP).
- Monitor contract performance to ensure compliance with contract requirements, quality standards, and Government expectations.
- Conduct inspections, audits, and quality assurance reviews to verify performance.
- Document quality deficiencies, oversee corrective actions, and track resolution.
- Prepare quality reports, performance metrics, and supporting documentation for Government review.
- Ensure compliance with DoD, Army, WDTC, cybersecurity, and contractual requirements.
- Support continuous process improvement initiatives to enhance service delivery.
- Serve as the Alternate Contract Manager, assuming Contract Manager responsibilities during periods of absence or as directed.
- Assist with contract administration, customer communications, staffing coordination, and performance management.
- Support risk management and ensure successful execution of contract objectives.
Required Skills and Experience:- Active Secret Security Clearance
- Must possess and maintain a current Information Assurance Technician (IAT) Level I certification throughout contract performance.
- Minimum of 5 years of experience within the past 10 years serving as a Quality Control Manager.
- Must also meet the solicitation qualifications for Alternate Contract Manager, including either:
- Successful completion of 24 semester hours in mathematical, engineering, and quantitative analysis coursework, 15 or more years of cost analysis experience, and familiarity with Department of Defense data sources (e.g., Cost and Software Data Reporting (CSDR), Earned Value Management (EVM)); or
- A minimum of 5 years of experience within the past 10 years serving as a Program Manager.
- Experience developing and implementing Quality Control Plans and managing corrective action programs.
- Strong analytical, organizational, leadership, and communication skills.
