  • Coordinate QMS-related programs and performance monitoring initiatives with supervisors.
  • Ensure timely completion of QMS reporting to relevant organizations.
  • Facilitate management reviews and corrective action processes.
  • Support departmental software and collaborate on technology upgrades.
  • Develop risk management programs for water and wastewater systems.
  • Provide project management support for Public Works capital and operation projects.

Reporting to the Manager - Water/Wastewater and working closely with Water and Wastewater Operations, Maintenance and Administrative Staff, the Quality Management System (QMS) Coordinator implements and administers all requirements of the Drinking Water Quality Management System (DWQMS) and Wastewater Quality Management System (WWQMS).

How you contribute to our organization:
  • Develop, implement, maintain, and continually improve the DWQMS and WWQMS, including standard operating procedures, document control procedures, policies, operational plans, documentation, data and reporting systems, in accordance with regulatory requirements.
  • Act as the designated QMS Representative for the DWQMS and WWQMS by monitoring and track system conformance, developing audit programs, conducting or facilitating internal audits, coordinating external audits, and reporting audit outcomes.
  • Promote awareness of the DWQMS and WWQMS throughout the corporation. Develop and deliver compliance, regulatory and QMS training programs to ensure staff understand applicable legislation, regulatory requirements, policies and operational responsibilities. Maintain appropriate training documentation and records.
  • Provide backup and support to the Compliance Coordinator and performs their duties as required. Assist in the coordination, preparation, renewal and amendments of the drinking water licenses, permits and approvals.
  • Develop and coordinate, with the Water / Wastewater Supervisors, QMS related programs, assessments and performance monitoring initiatives, including hydrant maintenance, valve turning, sanitary maintenance and risk assessments. Track and analyze operational data, KPIs, CMMS reports and SCADA information, identify trends, report status and performance, and recommend areas for improvement to Management.
  • Responsible for accurate and timely completion of QMS reporting to Council, the Ministry of Environment, Conservation and Parks as well as other relevant organizations.
  • Facilitate management reviews, corrective action processes and continual improvement initiatives. Communicate and provide guidance on the accreditation and management of the QMS programs to operations staff, Senior Management and Municipal Council.
  • Utilize and provide support to departmental staff for departmental software such as LMS, Cityworks, GIS, ESRI, and CivicWeb. Collaborate with IT, GIS and end users on technology upgrades.
  • Develop, implement and maintain risk management programs for the water, wastewater and departmental health and safety systems, including but not limited to source water protection and wellhead protection initiatives.
  • Provide project management support to the Project Manager of Water and Wastewater, by assisting, leading, coordinating and managing assigned Public Works capital and operation projects

What you bring to the team:

Minimum Required:
  • Three (3) year college Diploma in Environmental Technology, Civil Engineering Technology or related discipline.


Preferred:
  • Possession of Level 1 Licenses for Wastewater Treatment, Wastewater Collection and Water Supply and Distribution.
  • Certified Engineering Technologist (C.E.T.) designation from the Ontario Association of Certified Engineering Technicians and Technologists (OACETT)

Experience:
  • Minimum of three years of practical experience in Quality Assurance with an established successful track record in delivery of Quality Control and Assurance concepts, metrics, methodologies and documentation standards.
  • Experience in Quality Management Systems (QMS) accreditation and systems such as ISO 9000 or 14000 standards or HACCP procedures is required.
  • Experience in Water and Wastewater Operations would be an asset.
  • Experience in Project Management of water and wastewater would be an asset.
  • Experience in Water and Wastewater Compliance would be an asset.


Pay Rate: $78,569.73 - $99,756.21 plus employer paid benefits from day 1, and OMERS pension plan
Hours: 35 hours per week, 8:30 a.m. - 4:30 p.m., Monday to Friday
Location: Joint Operations Centre, 6588 8th Line, Beeton
Start Date: Oct 26th, 2026
