Job Title: Independent Quality Control (IQC) System Manager

Location: Greenville-Spartanburg International Airport, located at 2000 GSP Dr, Greer, South Carolina 29651

Name of Project: New Air Traffic Control Tower (ATCT) and Base Building

Client: Federal Aviation Administration (FAA)

Anticipated Start Date: 4/15/26

Pay Range: $100k - $140k/year plus benefits

Project Duration: 2 years

Project Details (Size, SOW, Site Background, etc.):

Size of Project: $35-50 Million
SOW: Provide all labor, materials, and equipment necessary for the construction of a new GSP ATCT project at Greer, SC
Site Background, etc.:
The Work consists of the construction of the following:
  1. Site clearing and earthwork
  2. Airport Traffic Control Tower (ATCT)
  3. TRACON Base Building
  4. Roadway and parking
  5. Utilities and ancillary site components
  6. Landscaping
  7. Security systems

The standard work schedule consists of 40 hours per week, Monday through Friday, excluding U.S. Federal holidays. Airport Work: This project will require work in the Airport Operations Area (AOA). Hours of this work must be coordinated by the Contractor with the FAA and Airport Authority. Those hours may be limited to night or other hours not shown above. This is an on-site, in-person, full-time, position budgeted for a 24-month duration beginning in the 3rd Quarter of calendar year 2026.

Daily Responsibilities:

Construction Independent Quality Control (IQC) System Manager Responsibilities:
  • Develop, implement, and maintain the Quality Control Plan (QCP) in accordance with government contract requirements
  • Ensure all work performed complies with the contract specifications, safety regulations, and applicable federal standards.
  • Create and maintain an effective inspection and monitoring system to evaluate performance and to document quality inspections, audits, and reports
  • Conduct regular quality control inspections on the construction site and ensure compliance with industry standards and regulations
  • Collaborate with the contractor's quality control manager, project managers and project teams to identify and address quality control issues and provide effective solutions
  • Monitor subcontractors and suppliers to ensure they meet quality control requirements
  • Identify deficiencies, non-conforming work, and installation issues.
  • Document findings in the Quality Control inspection system or project control system.
  • Develop and track corrective action plans to resolve deficiencies.
  • Ensure deficiencies are corrected within required contract timelines.

Documentation and Reporting - Maintain comprehensive Quality Control documentation and records, including:
  • Inspection reports
  • Deficiency logs
  • Corrective action reports
  • Quality Control meeting minutes
  • Performance metrics tracking
  • Prepare and submit quality control reports to the project manager and Government representatives as required by the contract.

Coordination with Government Representatives
  • Serve as the primary liaison with the Contracting Officer Representative (COR) and Government Quality Assurance personnel regarding quality control matters.
  • Participate in quality control meetings, contract performance reviews, and inspections.
  • Support Government evaluations conducted under the quality assurance plan.

Required Qualifications (Experience, Education, Certifications, Clearances, etc.):
  • A minimum of 8 years of experience as a superintendent, QC manager, or project manager managing quality control of construction projects of a similar size, scope, and complexity to this project.
  • Within the minimum of 8 years of experience at least 5 years must be in a quality control role
  • Thorough knowledge of construction quality control processes and standards
  • Must not be a direct employee of the general contractor, or have any relationship with any subcontractors involved in this project, nor any equipment device manufacturers, suppliers, or installers for any equipment as part of this project

Preferred Qualifications:
  • Degree in construction or equivalent preferred
  • Experience supporting Federal agencies specifically FAA but also including (GSA, DoD, VA, DHS, USACE, or similar agencies).
  • Certifications such as:
    • U.S. Army Corp of Engineers (USACE) Certified Quality Manager (CQM)
    • ASQ Certified Manager of Quality/Organizational Excellence (CMQ/OE)
    • OSHA Safety Training
    • HSPD-12 security clearance
  • Able to work independently and collaboratively as part of an on-site team
  • Someone who is a self-starter and does not require daily direction on tasks and to-dos
  • Possess good verbal and written language skills
  • Have strong management skills to coordinate multiple initiatives simultaneously.
  • Be able to efficiently use standard computer programs for creating reports, logs, etc. in both office and mobile computing environments
  • Be able to effectively use project controls and document controls systems in both office and mobile computing environments
  • Knowledge with, and experience in performing, the tasks in each of the three phases of control for each definable feature of work (Preparatory Phase, Initial Phase, Follow-up Phase) associated with this project
