QA/QC Manager

Reporting To: Vice President, Project Delivery / Project Delivery Office
Location: Corporate (Houston or Corpus Christi, TX offices) - with travel to active project sites
Role Summary
The QA/QC Manager is responsible for the quality management function across CEC Energy Services' full project portfolio. This is a corporate leadership role operating under the Project Delivery Office, with accountability for developing and standardizing the company quality management system (QMS) and supporting site QA/QC Leads across all active projects - including utility-scale solar, industrial, and electrical construction scopes.
This role requires a senior quality professional who has operated at the program level, can build and improve quality systems, and has the field credibility to lead through influence across a multi-site, multi-discipline construction organization. The QA/QC Manager is CEC's quality authority, the owner of cross-project quality standards, and the escalation point for quality risk and non-conformance across the portfolio.
Core Accountability
The QA/QC Manager is directly accountable for:
- Owning and continuously improving CEC's company-wide Quality Management System (QMS)
- Standardizing quality processes, inspection frameworks, and documentation requirements across all project scopes
- Supporting and mentoring site QA/QC Leads to ensure consistent, high-quality execution across the portfolio
- Serving as the escalation point for NCRs, quality risk, and customer quality concerns across all projects
- Partnering with Project Delivery, Operations, and Preconstruction to integrate quality requirements into project planning
- Representing CEC in customer and owner quality meetings at the corporate or program level
Execution Responsibilities
- Develop, implement, and maintain CEC's Quality Management System across solar, industrial, and electrical construction scopes
- Create and standardize project quality plan templates, ITP frameworks, inspection checklists, and NCR workflows for use across all project types
- Conduct site quality audits and assessment visits across the project portfolio to evaluate QMS compliance and support site teams
- Support site QA/QC Leads in ITP development, NCR resolution, customer interface, and turnover documentation for complex or high-risk projects
- Lead or support project kickoff quality planning to ensure quality requirements are understood and resourced before mobilization
- Review and approve project-specific quality plans, ITPs, and major NCR dispositions prior to customer submission
- Manage and track portfolio-level quality metrics including NCR rates, rework incidents, inspection completion, and turnover performance
- Lead root cause analysis and corrective action programs for recurring quality issues across the portfolio
- Develop quality training materials and deliver onboarding for site QA/QC personnel
- Maintain CEC quality records, audit findings, and corrective action registers at the corporate level
- Identify and implement process improvements based on lessons learned across projects and disciplines
- Coordinate with project leadership on quality staffing needs, including QA/QC Lead and Inspector resource planning

- Build and maintain a quality culture across a distributed, multi-site field organization
- Lead by technical credibility and field experience - site teams must see this role as a resource, not just an oversight function
- Communicate proactively with Project Delivery leadership, Operations, and executive stakeholders on quality performance and risk
- Maintain objectivity and consistency in quality decisions across all projects and scopes
- Escalate systemic quality risk to senior leadership with clear supporting data and recommended corrective action

Required Experience & Qualifications
- 8+ years of QA/QC experience in electrical construction, energy, or heavy industrial environments
- Demonstrated experience operating at the program or corporate quality level across multiple concurrent projects
- Direct experience with utility-scale solar construction quality required; industrial or electrical construction quality experience also required
- Proven ability to develop and implement Quality Management Systems in a construction or EPC environment
- Strong background in ITP development, NCR management, root cause analysis, and corrective action programs
- Experience managing or mentoring site QA/QC personnel across multiple locations
- Ability to read and interpret electrical, civil, and structural drawings, specifications, and project contracts
- Working knowledge of applicable codes and standards including NEC, IEEE, IEC, and NFPA as applied to solar, industrial, and electrical scopes
- Proficiency with Microsoft Office; experience with quality management software or digital inspection platforms a plus
- Excellent written and verbal communication skills - able to present quality performance and risk to executive leadership
- CQM, CQE, or equivalent quality certification preferred
- OSHA 30 preferred

Working Conditions
- Corporate-based role with regular travel to active project sites across CEC's portfolio
- Travel expected at 30-50% depending on portfolio activity and site quality needs
- Extended hours may be required during project mobilization, customer audits, or quality escalations
