Full Job Description
JOB PURPOSE AND REPORTING STRUCTURE:
Under the direction of the VP - Finance and Administration, the Purchasing Manager is responsible for managing the external purchasing system, supporting operations including the plant management team (Manufacturing Manager and Plant Engineer), and supporting / driving operational and company-wide cost savings initiatives.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
This list of duties and responsibilities is not all-inclusive and may be expanded from time to time to include other duties and responsibilities, as management may deem necessary.
• Acts as a safety leader and puts safety first in all responsibilities. Works in conjunction with the EHS Manager to establish and maintain all policies and programs to assure a safe working environment. Complies with all safety and health guidelines.
• Responsible for meeting or exceeding company performance metrics for driving improvement and making well informed decisions for manufacturing activities, resource allocation and strategic planning.
• Continue to own and develop the purchasing organizational structure to support operations and overall company initiatives. Plan should support current and future growth of the organization and accomplishes objectives.
• Enhance / modify the supplier management program and metrics for the selection and ongoing supplier management and accountability.
• Assign specific Suppliers to appropriate purchasing team member to develop and maintain relationships. Develop strategic purchasing in appropriate areas of the department.
• Develop / maintain appropriate procedures and practices within the Purchasing area to comply with various quality standards, such as IATF 16949, ISO 9001, AS9100D, ISO 13485.
• Adhere to CAR process- and refine as needed.
• Review pricing / quoting process to ensure best in business practice philosophies are maintained, including approvals and communication to internal stakeholders of significant changes (i.e., increases).
• Partner with other departments to coordinate the purchasing of capital equipment
• Manage and coordinate various services related to vending, cleaning, snow removal, landscaping, and other functions.
• Drive cost savings initiatives with suppliers, rest of purchasing team, process engineering, and operations.
• Develop metrics for measuring cost reductions and communicate them to the organization on a regular basis.
• Provide support in development of overall company budget (purchasing department budget plus incorporating cost savings initiatives into overall budget).
• Develop strategy to manage the supply base, including primary and secondary sources, plans for contingencies, ownership, assessment of existing suppliers and ongoing suppliers
• Review lead times / throughput times and terms of payment; improve with supplier where appropriate.
• Work with other leaders to help manage and minimize inventory levels, including raw materials, repair / supply inventory, and inventory at the outside warehouse.
• Drive and support continuous improvement initiatives in the organization. Actively participate in the part of process to review / assess value streams to reduce waste and improve profitability and productivity.
• Supervisory Responsibilities - for direct reports in Purchasing team. Evaluates employee performance, sets expectations and goals for department and individuals, and helps develop the team.

EDUCATION AND/OR EXPERIENCE:
Requires a bachelor's degree in Supply Chain Management / Logistics, Business Administration or Operations Management or comparable field from a four-year college or university and 7 to 10 years in management of materials and sourcing within a manufacturing environment; and or equivalent combination of education and experience.

COMMUNICATION SKILLS:
Must be able to effectively communicate (both oral and written) with other employees, suppliers and vendors to share information, solves problems, and instructs or train lesser skilled employees. Must have the ability to read and interpret complex documents, contracts and correspondence. Must be able to write standard reports and documentation. Proven strong negotiations skills required.

MATHEMATICAL SKILLS:
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations.

REASONING ABILITY:
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

OTHER SKILLS AND ABILITIES:
Requires the ability to operate various equipment to include computer. Requires a broad knowledge of general manufacturing practices. Should be knowledgeable and/or familiar with applicable quality system requirements and policies.
