DIVISION COMPLIANCE AND ENFORCEMENT (DICE)

The Compliance and Enforcement Division investigates and litigates potential violations of PURA, the Texas Water Code, the Commission's substantive and procedural rules, and ERCOT Protocols to promote adherence to consumer protection requirements for consumers of electricity, water, and sewer services; maintain a reliable and safe electric power system; ensure access to competitive telecommunications services; and preserve a competitive wholesale electricity market. The division also oversees licensing and compliance activities to ensure companies are properly registered with the PUCT and comply with applicable rules and regulations. In coordination with ERCOT, the division works to ensure electric companies follow current regulatory requirements and help facilitate customer transfers as companies enter or exit the market.

DICE is seeking a Managing Attorney responsible for providing highly advanced legal counsel and strategic guidance on complex enforcement, compliance, and other legal matters. The Managing Attorney will oversee and review the work of attorneys and legal assistants, provide guidance on case strategy and assignments, mentor and develop staff, and help ensure the quality and consistency of the division's legal work.

The ideal candidate should possess the following minimum qualifications. Applicants must meet all the required minimum qualifications to be considered for this position:
  • Graduation from accredited law school with a Juris Doctor (JD) or Bachelor of Laws (LLB) degree.
  • Licensed to practice law in the State of Texas and a member in good standing with the State Bar of Texas.
  • Five years of fulltime experience as a licensed attorney.

Preferred Qualifications:
  • Experience practicing administrative law, including contested case proceedings before the State Office of Administrative Hearings (SOAH).
  • Experience with utility regulation, compliance, or enforcement matters, including interpretation and application of statutes, Commission rules, orders, or other regulatory requirements.
  • Experience leading complex legal matters and providing guidance, mentoring, or substantive review of the work of other attorneys or legal staff.

WORK SCHEDULE
The PUCT operates on a standard work schedule of Monday through Friday, 8:00 a.m. to 5:00 p.m. Employees may request an alternative work schedule in accordance with the PUCT's Alternative Work Schedule Policy. Approval of such requests is based on business needs and management discretion and is not guaranteed.

Management staff are required to report to the office a minimum of three days per week. With supervisor approval and based on the business needs of the division and requirements of the position, management staff may telecommute up to two days per week in accordance with the PUCT's Alternative Work Schedule Policy.

REMARKS
