Public Works Director

Job Summary:

This is a Full-Time position under the direction of the City Manager.

Essential Duties and Responsibilities:

Duties may include, but are not limited to the following:
  • Supervises division superintendents and department support staff, either directly or through subordinates. Select, train, motivate, and evaluate superintendent personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.
  • Continuously monitor and ensure that service delivery methods and procedures are efficient, effective, and courteous; assess and monitor workload, administrative and support systems, and internal reporting relationships; identify opportunities for improvement; direct the implementation of changes. Assigns duties and examines work for exactness, neatness, and conformance to policies and procedures.
  • Prepares and documents budget requests; administers adopted budget in assigned area of responsibility; direct the forecast of funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; implement adjustments as necessary.
  • Evaluates division's needs and formulates short- and long-range plans to meet needs in all areas of responsibility, including water, sewer, street, drainage, and landfill.
  • Oversees the development or update of the City's Comprehensive Sewer Collection and Treatment Plan, Comprehensive Water Production and Distribution Plan, the Capital Improvement Program, Comprehensive Street Plan, Comprehensive Landfill Plan, and other plans involving the municipal infrastructure.
  • Determines applicable codes, regulations, and requirements for assigned projects.
  • Oversees the preparation of engineering plans and specifications, bidding, competency of contractors and vendors, and the selection criteria for public contracts.
  • Oversees project management for the construction of the municipal public works projects.
  • Oversees assigned projects to ensure contractor compliance with time and budget parameters for the project.
  • Coordinates the preparation of reviews and updates the sanitary sewer and water comprehensive plans.
  • Responds to public or other inquiries relative to department policies and procedures. Evaluates issues and options regarding municipal public works and makes recommendations.
  • Maintains regular contact with consulting engineers, construction project engineers, City, County, State and Federal agencies, professional and technical groups and the public regarding division activities and services.
  • Manage the development and implementation of utilities and street division goals, objectives, policies, and priorities for each assigned service area; establish, within City policy, appropriate service, and staffing levels; allocate resources accordingly.
  • Coordinate department activities and services with those of other departments and outside agencies and organizations; provide staff assistance to the City Administrator and City Council; prepare and present staff reports and other necessary correspondence.
  • Review and administer City policies and procedures; prepare recommendations concerning policies and procedures for City management staff.
  • Participate with a variety of boards and commissions to plan and promote capital improvements and expanded services; attend and participate in professional groups and committees.
  • Respond to and resolve difficult and sensitive citizen inquiries and complaints.
  • Prepare and review reports and records regarding all assigned divisions; maintain records and files for all divisional activities.
  • Perform work on special projects assigned by the City Administrator; prepare any reports or presentations as necessary.
  • Perform related duties as assigned.

Minimum Qualifications:
  • Education - Bachelor's degree in civil engineering, Public Administration, Construction Management, or a closely related field.
  • Experience - Five (5) years of progressively responsible experience in municipal public works or utility services operations, including at least two (2) years of administrative and supervisory responsibility. An equivalent combination of education, training, and experience may be considered.

Preferred Qualifications:
  • At least seven years of increasingly responsible experience in utility services-related operations including two years of administrative and supervisory responsibility.

Knowledge, Skills, and Abilities:
  • Ability to communicate (read, write, and speak) effectively in the English language.
  • Principles and practices of organization, administration, and personnel management.
  • Principles and practices of budget preparation and administration.
  • Principles and techniques of supervision, training, and performance evaluation.
  • Pertinent Federal, State, and local laws, codes, and regulations

PHYSICAL REQUIREMENTS

Maintain physical condition appropriate to the performance of assigned duties and responsibilities which may include the ability to walk, stand or sit for extended periods of time, carry, hold or lift up to 40 pounds, push, pull, squat or crouch, file of routine reports and documents and or drive to a variety of meetings or locations. Maintain effective audio-visual discrimination and perception needed for making observations; communicating with others; reading and writing; and operating assigned equipment.

WORK ENVIRONMENT

The majority of work is performed in an office environment.
