The primary duties of this position are:
- Primary advisor for the region's NERC Compliance for Operations and Planning under the Regional Hydropower Business Line Manager.
- Recommends, establishes, and manages Reliability Compliance Program policies directly associated with NERC/WECC standards and ensures policies are in alignment with Reclamation's mission and goals.
- Interprets and implements Federal policy and regulations.
- Interprets NERC/WECC standards and requirements.
- Analyzes emerging issues and practices, develops or recommends policies, processes, and procedures to comply with Reliability Standards, and provides advice on compliance with NERC/WECC standards on the Region's generating and mechanical equipment, operating procedures, and practices.
- Establishes direction in business-based risk assessments for the Region's compliance with NERC/WECC standards.
- Proposes and implements policy evaluation procedures and monitors schedules for development and resolution of policy issues with respect to NERC/WECC standards.
- Serves as a lead regional advisor to CGB Region's NERC/WECC coordinators concerning reliability compliance and related technical matters, staying informed of reliability compliance requirements.
- Performs Reclamation-wide Performance audits (to all Reclamation regions except for CGB) to assess consistency with documented Power Operations & Maintenance (PO&M) practices and compliance with NERC/WECC electric reliability standards throughout Reclamation.
- Implements the audit plan and adjusts the plan structure in response to findings and feedback, including developing the funding needs and acquiring contract technical support.
- Prepares and analyzes power forecasts and schedules used by Reclamation management and stakeholders including WAPA and the CVP Preference Power Customers.
- Performs a continuing analysis of CVP power operations and of the characteristics of power supply and project requirements.

QualificationsIn order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume.
To qualify at the GS-13 level, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-12 level in federal service having demonstrated experience in NERC/WECC preparation and execution in reliability, compliance, and mitigation plans; coordinating and implementing NERC/WECC Reliability Compliance Programs, addressing impacts on generation equipment, conducting business risk assessments, and ensuring alignment with an agency's mission, goals, and federal policy and regulations; experience recommending, establishing, and managing policies directly associated with NERC/WECC standards and providing auditing expertise. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).

Additional informationCondition of Employment For Probationary Period: As a condition of employment for accepting this position, you will be required to serve a 1-year probationary period during which your fitness and whether your continued employment advances the public interest will be evaluated. This probationary period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest, meet the organization goals and mission of the agency, and/or otherwise promote the efficiency of the service. In determining if your employment advances the public interest, the agency will consider:
- your performance and conduct;
- the needs and interests of the agency;
- whether your continued employment would advance organizational goals of the agency or the Government; and
- whether your continued employment would advance the efficiency of the Federal service.

Reclamation has determined that the duties of this position are suitable for telework and you may be allowed to telework with supervisory approval.
Related non-Federal experience or related experience as retired members of the uniformed services may be credited towards computing entitlement to leave accrual, at managerial discretion, providing that experience meets certain criteria.
