GENERAL DESCRIPTION:
Are you an experienced fiscal professional looking for an opportunity to put your skills to work in a role that supports programs serving communities across Wyoming? The Wyoming Department of Health, Public Health Division is seeking a Fiscal Manager to provide financial leadership, oversight, and support for the division's programs and funding.

In this role, you'll oversee complex budgets and funding sources, provide financial guidance to division leadership and program managers, and help ensure public funds are managed responsibly and effectively. You'll work with a variety of state and federal funding sources, analyze financial activity, develop meaningful reports, and serve as a trusted resource for fiscal questions and decision-making.

This is an excellent opportunity for someone who enjoys digging into the details while also seeing the bigger financial picture. Your work will directly support the Public Health Division's ability to deliver programs and services that impact people and communities throughout Wyoming.
ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level.
  • Set up and maintain the biennium budget for the programs with the Public Health Division. Split unit budgets into programs to provide sufficient detail for weekly and monthly reporting. Develop reports to ensure funding does not exceed available sources and to provide the division with program expenses for Federal and State requirements.
  • Serve as a point of contact for any fiscal issue within the Public Health Division. Plan for and participate in administrative meetings to review and assist with fiscal information. Meet on a regular basis with administrative and program managers to provide any fiscal reporting information.
  • Track revenues and expenditures by funding source to ensure appropriate balances are maintained. Reconcile grant reports for Federal and Other State funds to ensure compliance with federal grant matching requirements. Maintain proper communication with the Grants and General Accounting section to support the agency's fiscal initiatives.
  • Analyze and approve daily PHD payment vouchers, requisitions, and contracts from the division. Review budget coding on payment vouchers and requisitions to ensure accuracy and correctness. Reject any vouchers that have incorrect coding and inform the division of mistakes, while providing training guidance utilizing best customer service.
  • Review payroll transactions to ensure state employees working in county offices are correctly charged to each budget. From payroll data, generate county billing for review. Ensure that all revenue is collected and balanced for these transactions.


Qualifications
PREFERENCES:
Preference will be given to candidates with experience in Wyoming governmental accounting practices.
KNOWLEDGE:
  • Knowledge of Generally Accepted Accounting Principles.
  • Knowledge of the Wyoming Online Financial System
  • Knowledge of the Governmental budgeting process
  • Knowledge of Microsoft Office products such as Excel and Access

MINIMUM QUALIFICATIONS:
Education:

Bachelor's Degree (typically in Finance)

Experience:

1-2 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accounting Analyst

OR

Education & Experience Substitution:

4-6 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accounting Analyst
