Summary

You will serve as a PUBLIC AFFAIRS SPECIALIST in the Public Affairs Office, Naval Facilities Engineering Systems Command (NAVFAC) Headquarters.

Duties

Help

  • You will assist the Director and Deputy Director for Public Affairs and Communication in the oversight, direction, and management of NAVFAC's internal and external information program.
  • You will act as an advisor to NAVFAC lower echelon public affairs officers on matters pertaining to public and employee information, and provides support and reach-back as required to ensure mission accomplishment.
  • You will maintain effective working relationships with officials of various trade associations, news media, Navy and Marine Corps affiliated organizations, veteran groups, and Department of Defense personnel.
  • You will formulate communication strategies, guidance, and policies to enhance public and employee understanding, support and acceptance of NAVFAC programs and/or activities.
  • You will research and develop informational materials and communication campaigns for release of information to audiences through a variety of channels.
  • You will respond to media requests for information of both a routine or time sensitive nature.
  • You will create new or adapt or modify accepted communications campaign formats to reach a target audience with a specific message.
  • You will prepare content/materials that explain/describe the NAVFAC mission of accomplishments, policies, programs and initiatives.
  • You will prepare content/materials that include news releases, web content, audio, video, social media, fact sheets, feature stories, briefing cards, contract announcements, etc

  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require occasional travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time
  • Incumbent will be required to complete the Defense Information School (DINFOS) Public Affairs Qualification Course (PAQC) resident or non-resident distance learning course.
  • The incumbent must obtain, maintain and use a Government travel card.


Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Experience independently planning, developing, and executing a comprehensive public affairs program for an organization. 2) Providing strategic communications advice to senior leadership and managing complex and sensitive public relations issues.
