Description

The Proposals Manager is responsible for overseeing and coordinating the end-to-end proposal development process for industrial construction projects. This role ensures that all proposals are complete, accurate, compliant, and submitted on time while coordinating closely with estimating, document control, executive leadership, and other stakeholders. The Proposals Manager plays a critical role in maintaining bid discipline, managing proposal workflows, and supporting strategic business development efforts.

Duties and responsibilities:
  • Generate and set up bid identification numbers (E#) for all new opportunities
  • Establish bid folder structures and download, organize, and manage all bid documents
  • Work with Estimating Manager to evaluate bid requirements to determine the need for document control and assign accordingly
  • Work with Estimating Manager to evaluate bid requirements to determine if quantity takeoff is required and assign as needed
  • Determine whether estimates will be based on existing rate structures and ensure estimators are informed of applicable rates
  • Work with Estimating Manager to assign bids to appropriate estimators and coordinate estimating resources
  • Review bid packages to identify required deliverables and log all deliverables and due dates in SharePoint
  • Ensure all proposals are complete, accurate, and compliant with bid requirements
  • Ensure all proposals are submitted prior to stated deadlines
  • Schedule, coordinate, and document all required bid reviews in accordance with established bid review SOPs
  • Lead and assemble all rate package submittals
  • Maintain and manage databases of established Time & Materials (T&M) rates and Master Service Agreements (MSAs)
  • Maintain and manage a database of client portal credentials

Ongoing Responsibilities

Daily
  • Review and resolve past-due items in SharePoint logs
  • Review and resolve unassigned items in SharePoint logs

Weekly
  • Schedule all required bid reviews for the upcoming week each Monday
  • Conduct weekly meetings with Executive Management
  • Collect and submit weekly timesheets for the Estimating Department
  • Lead and conduct the weekly Estimating Department meeting

Monthly
  • Maintain and update a log of all active T&M contracts with customers


Requirements

Minimum:
  • 2+ years of experience in proposal management, estimating coordination, or project support within the industrial construction industry
  • Strong organizational skills with the ability to manage multiple bids and deadlines simultaneously
  • Working knowledge of estimating processes, rate structures, and bid review procedures
  • Proficiency with SharePoint and Microsoft Office (Excel, Word, Outlook)
  • Strong attention to detail and commitment to accuracy and compliance
  • Effective communication skills with the ability to coordinate across departments and leadership levels
  • Ability to work in a fast-paced, deadline-driven environment

Preferred:
  • Experience supporting estimating teams in industrial construction or related fields
  • Familiarity with T&M contracts, MSAs, and client portal systems
  • Experience leading or coordinating formal bid review processes
