Job Title: Proposal Writer
Worksite/Location: Rockville, MD/Hybrid
The Proposal Writer will be responsible for the entire proposal lifecycle, that includes but not limited to creating, editing, and finalizing high-quality, compliant, and compelling proposal content in response to federal RFPs, RFIs, and RFQs. Working closely with the Business Development team, this role ensures all technical, management, and past performance volumes are persuasive and adhere strictly to solicitation instructions.
The Proposal Writer will have hands-on experience drafting compliant, compelling technical and management narratives and coordinating with SMEs, capture, and recruiting teams.
Roles & Responsibilities:- Develop, write, and edit proposal sections (technical, management, past performance, resumes, etc.) for federal RFPs/RFIs.
- Collaborate with capture managers, recruiters, and SMEs to collect inputs and tailor responses.
- Ensure compliance with solicitation requirements, templates, and style guides.
- Participate in color team reviews and incorporate feedback.
- Maintain boilerplate libraries and reusable content repositories.
- Support graphics, formatting, and layout for final submission packages.
- Track opportunities and assist with proposal schedules and deliverables
Qualifications & Experience Required:- Bachelor's degree in English, Communications, Business, or related field.
- 3-5(three-five) years of experience in federal proposal writing or technical writing.
- Strong understanding of RFP structures and compliance requirements (especially in GovCon or Health IT).
- Detailed understanding of contract vehicles, terms and conditions, success factors, etc.
- Excellent writing, editing, and organizational skills.
- Proficiency with Microsoft Office Suite and SharePoint; familiarity with proposal tools (e.g., GovWin, Awarded AI, or similar) a plus.
- APMP Foundation certification preferred but not required.
The salary range for this position is between $100,000 and $140,000 depending on experience and qualifications.
