Job Description PRIMARY PURPOSE: To develop and respond to requests for information and proposals; to collaborate with various subject matter experts (SMEs) to ensure the proposals are completed timely and accurately; and to provide oversight of quality and cohesiveness of response.
ESSENTIAL FUNCTIONS and RESPONSIBILITIES
- Reviews and vets RFP & RFQ opportunities in collaboration with regional leadership & SMEs, coordinating and responding to ensure timely and accurate submissions
- Provides initial draft of each request to various subject matter experts (SMEs) as needed and incorporates any needed edits or updates to the response.
- Ensures initial draft is compliant, responsive, and specifically tailored to each client's needs.
- Ensures security and integrity of all proposal documentation.
- Works collaboratively with the SMEs to ensure new requirements are identified and documented.
- Facilitates internal flow and review of all proposal inputs and directs production of final master proposal.
- Determines and maintains the timeline for each response to ensure that deadlines are met.
- Helps develop and maintain proposal best practices.
- Takes on additional assignments, such as RFP follow-up requests, proposal library update projects and other ad hoc assignments.
- 5+ years of professional experience required, preferably within a related industry such as engineering, construction, architecture, or other professional service.

QUALIFICATIONS
Education & Licensing
Bachelor's degree from an accredited college or university preferred.
Experience Requirements
Minimum of four (4) years of related experience, or an equivalent combination of education and experience
At least one (1) year of project management experience required
At least one (1) year of proofreading and editing experience required
Preferred / Advanced ExperienceEight (8) to ten (10) years of related experience, or an equivalent combination of education and experience. Five (5)+ years of proposal management experience, preferably within environmental, engineering, construction, architecture, or other professional services industriesMinimum of five (5) years of proofreading and editing experienceSkills & Knowledge
- Demonstrated experience in creating winning proposals in response to Requests for Qualifications and Proposals issued by Public Agencies (City, County, State, and Federal level) specifically CA & TX
- Effective collaboration skills to work harmoniously with project pursuit teams
- Proactive and able to work independently, managing priorities and delivering results
- Strong grammar and proofreading skills
- Knowledge of appropriate software
- Good project management skills
- Good time management and organizational skills
- Good oral and written communication skills
- PC literate, including Microsoft Office products
- Ability to work in a fast-paced high-pressure environment
