Job Description

The Proposal Manager Utility Programs will be responsible for working collaboratively with a team, managing proposal deliverables and timelines, writing proposal sections, working with subject matter experts, facilitating kick-off and review meetings, developing graphics and presentations, and polishing and delivering a finished proposal product on time and in compliance with RFP and DNV requirements.

Candidates must also be highly proficient in MS Office Suite and Adobe Creative Suite. Familiarity and experience with business development strategy is desirable.

This position can be located in our Columbus, OH; Oak Brook, IL; Oakland, CA; Phoenix, AZand Medford, MA offices, presenting a dynamic hybrid schedule where employees will typically spend three (3) days per week working from either a DNV office or client location/site. Further details regarding role-specific requirements will be shared during the interview process.

What You'll do

Proposal Management
  • Manage the proposal process from RFP receipt to submission, including:
  • Proposal document development and management - Assessing RFP requirements and creating proposal development plans; constructing a proposal template and outline; document writing assignments, presenting and discussing the RFP with proposal teams; helping teams develop proposal win points; working collaboratively with proposal teams and monitoring proposal team assignments to ensure work is completed; tracking progress using a compliance matrix; managing draft and final review meetings, and ensuring all changes are incorporated. Partner with bid managers to develop a proposal schedule, promote consistent schedule adherence, and hold proposal contributors to deadlines.
  • Proposal content development - Developing content from subject matter expert (SME) interview and SME materials as well as writing new content using internal resources; collecting and assembling core qualification materials (resumes, bios, project descriptions, company information, and related); tracking and monitoring working drafts; assembling required attachments, addendums, and related, including communicating with other company managers and staff for required reviews; editing of proposal content for style, consistency, clarity, voice, and grammar; finalizing deliverables into "ready to send" form using tools such as Adobe Acrobat; submitting final materials (via email, web portal, and/or hard copy shipment). Collaborate with and create synergy among bid managers, opportunity managers, and SMEs, to develop and refine proposals.
  • Proposal design and graphics development - Using tools such as Adobe InDesign, Illustrator, Photoshop, and MS PowerPoint, create proposal templates and graphics that provide visual storytelling.
  • Develop content and graphics for bid interview presentations.
  • Provide ad-hoc marketing support to business development team.


Proposal Tracking and Content Management
  • Tracking current and pending bids.
  • Teams/SharePoint management of all core materials in proposal development - resumes, project descriptions, company and business area descriptions, and similar.
  • Identify process and content improvements.
  • Train new bid team members in proposal process.

For California, Washington, New York, Washington, D.C., Illinois, and Maryland: DNV provides a reasonable range of compensation for this role. The actual compensation is influenced by a wide array of factors, including but not limited to skill set, level of experience, and specific location. For the states of California, Washington, New York, Washington, D.C., Illinois, and Maryland only, the starting pay range for this role is $90,000- $115,000.

Qualifications

What Is Required
  • Bachelor's degree (B.A.) from a four-year college or university in English, Writing, Journalism, Marketing, or related field
  • Four (4) or more years of experience developing and managing proposals
  • Advanced skills with MS Office (Word, PowerPoint) and proficiency with MS Excel, Teams, and SharePoint. Intermediate skills with Adobe products (InDesign, Illustrator, Photoshop, Acrobat Pro) is essential
  • Ability to thrive in a fast-paced, high-performance, collaborative environment as a team player and take ownership in solving problems and/or finding solutions
  • Thorough commitment to operational excellence and internal customer service and satisfaction
  • Successful completion of pre-employment background and drug screening
  • Strong written and verbal English communication skills as well as experience performing technical editing using one or more style books, particularly Chicago and AP
  • We conduct pre-employment drug and background screening

What Is Preferred
  • Experience with government, utility, energy efficiency and/or renewable energy projects a plus
  • Experience utilizing AI to accelerate proposal development
  • Demonstrated project management experience; APMP or PMP certification preferred
