Context

We are looking for a dynamic and highly motivated Proposal Manager within the Infrastructure Sector who enjoys supporting large, complex, multi-partnered proposals and teams. You will report to the Proposal Lead within the Alliance Management Team and will collaborate with various technical and support groups across the Project, including technical disciplines, marketing, commercial, controls and leadership.

In this integral role, you will provide proposal process leadership on strategic Alliance Development Phase deliverables and milestones through to the proposal delivery and support of post-submittal deliverables, including developing and maintaining the proposal plan and schedule, organizing resources, coordinating inputs and reviews, enforcing quality standards, ensuring proposal compliance and content coordination/development.

Missions/Main Duties

·         In close collaboration with the Proposal Lead, manage the end-to-end proposal development process to deliver the Project Proposal

·         Develop and manage the proposal progressive development plan (i.e. action lists/compliance matrix) and schedule details.

·         Organize and chair the proposal meetings, status updates, content planning, action items and review meetings with the direction from the Proposal Lead.

·         Organize and participate in proposal strategy meetings.

·         Collaborate with the proposal and Alliance team to confirm delivery of a compliant, clear, and compelling proposal that reflects the Alliance requirements, intent and purpose.

·         Identify/escalate issues that may impact the proposal’s schedule or quality.

·         Review proposal and deliverable drafts and final versions for responsiveness, compliance, accuracy, quality, consistent writing style, and effective layout and design.

·         Support clarifications and submission requirements.

·         Coordinate Check Point evaluations and debriefs to obtain insights for improving the proposal development process.

·         Lead the proposal coordinators and graphics specialist during proposal development.

·         Train/coach/guide proposal team members for continual improvement.

Profile/Skills
  • Diploma or Degree in Business, Communications or Marketing, or equivalent experience.
  • 5+ years of proposal development experience, including at least 3 years of experience as a proposal manager.
  • Proficient in Microsoft Office Suite, with strong MS Word and PowerPoint skills.
  • Knowledge of SharePoint and CRM tools an asset.
  • Working knowledge of public transit agencies or infrastructure sector engineering, procurement, and construction management consulting industry, and collaborative contracts is highly desired.
  • Excellent comprehension of content management and development practices
  • Ability to gather, synthesize, and effectively present technical information for a range of audiences
  • Demonstrated leadership and accountability with strong interpersonal skills
  • Excellent written, verbal, and interpersonal communication skills, as well as strong detail orientation, analytical and general business skills, and ability to process information quickly and accurately.
  • Ability to work collaboratively and effectively in multi-disciplinary teams and with various stakeholders
  • Must have the ability to identify, separate and delegate work tasks and prioritize them in relation to the overall proposal development activities and deadlines.
  • This role requires exceptional communication, analytical and client engagement skills. The general environment can be highly stressful due to resource fluctuations and tight deadlines and requires one to manage multiple tasks and priorities simultaneously
  • Experience with electronic document management and document control systems
  • Through understanding of the requirements of tracking vendor data and engineering processes, and how these interrelate with other areas of project activities
  • Ability to interpret, write and apply complex procedures
