POSITION SUMMARY

We are seeking an experienced Proposal Manager to lead the development of high-quality, compliant, and compelling proposals supporting federal government opportunities. The Proposal Manager will oversee the proposal lifecycle from solicitation analysis through submission, collaborating with business development, capture, technical teams, and subject matter experts to produce winning proposals. This role requires exceptional project management, writing, editing, and communication skills in a fast-paced, deadline-driven environment.

RESPONSIBILITIES

  • Lead and manage the full proposal lifecycle for federal government opportunities from solicitation release through final submission.
  • Analyze Requests for Proposals (RFPs), Requests for Information (RFIs), and Requests for Quotations (RFQs) to ensure compliance with customer requirements.
  • Develop proposal schedules, compliance matrices, outlines, and win themes.
  • Coordinate proposal activities with capture managers, business development, technical teams, subcontractors, and subject matter experts.
  • Write, edit, and review proposal content to ensure accuracy, clarity, compliance, and consistency.
  • Conduct interviews with subject matter experts to gather technical information and translate complex concepts into compelling proposal responses.
  • Manage multiple proposals simultaneously while meeting aggressive deadlines.
  • Ensure all proposal deliverables comply with Federal Acquisition Regulation (FAR) requirements and company quality standards.
  • Maintain proposal documentation, templates, lessons learned, and proposal libraries.
  • Support color team reviews and incorporate reviewer feedback into final proposal submissions.
  • Collaborate with leadership to develop proposal strategies that increase win probability.
  • Assist with continuous process improvement initiatives for proposal development and management.


REQUIRED

  • Bachelor's degree in Business, Communications, or a related field, or equivalent professional experience.
  • Minimum of five (5) years of experience supporting federal government contracting


QUALIFICATIONS

  • Minimum of five (5) years of hands-on proposal management and proposal writing experience, preferably supporting federal information technology services contracts.
  • Strong knowledge of the Federal Acquisition Regulation (FAR) and the federal government contracting lifecycle.
  • Demonstrated experience analyzing RFPs, developing win themes, compliance matrices, and proposal strategies.
  • Proven ability to develop and manage proposals ranging from rapid-response task orders under IDIQ contracts to large, competitive federal opportunities valued at more than $50 million.
  • Experience supporting proposals across Federal Civilian, Department of Defense (DoD), and commercial customers.
  • Demonstrated success working in a fast-paced, deadline-driven proposal environment.
  • Exceptional writing, editing, proofreading, and document management skills with the ability to create clear, persuasive, and compliant proposal content.
  • Experience interviewing subject matter experts (SMEs) to develop technical proposal responses.
  • Intermediate to advanced proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, and Project), Adobe Acrobat, and SharePoint.
  • Strong analytical, organizational, prioritization, and project coordination skills.
  • Excellent leadership, written, verbal, and interpersonal communication skills.
  • Ability to work effectively in a collaborative, multicultural team environment while managing multiple priorities


$80,000 - $90,000 a year

Salary will be determined based on the candidate's experience, skills, and qualifications
