Full Job Description
Position Overview

The Construction Manager - Electrical Engineer (CM-EE) will provide construction management and electrical engineering oversight for facility infrastructure projects supporting the VA's Electronic Health Record Modernization (EHRM) initiative. This individual will coordinate with VA stakeholders, contractors, architects, engineers, and project teams to ensure projects are completed safely, on schedule, within budget, and in compliance with VA standards.

This role is primarily a daytime position; however, night work (approximately 5:00 PM - 5:00 AM EST) may occasionally be required to support construction activities with minimal impact to hospital operations. The schedule will not exceed approximately 40 hours per week.
Responsibilities
  • Provide onsite construction management and electrical engineering oversight for VA construction projects.
  • Monitor construction progress, schedules, quality, and project deliverables.
  • Review electrical designs, specifications, submittals, RFIs, and shop drawings for compliance.
  • Coordinate with VA personnel, contractors, architects, engineers, and project stakeholders.
  • Ensure compliance with VA standards, National Electrical Code (NEC), NFPA, OSHA, and applicable regulations.
  • Conduct site inspections and document project progress.
  • Identify construction risks and recommend corrective actions.
  • Support project scheduling, reporting, cost tracking, and quality assurance activities.
  • Participate in project meetings utilizing Microsoft Teams.
  • Assist with construction closeout and project turnover documentation.

Required Qualifications

  • Bachelor's degree in Electrical Engineering or related engineering discipline.
  • 6+ years of construction management, electrical engineering, or facilities engineering experience.
  • Experience supporting federal, healthcare, hospital, or VA construction projects.
  • Knowledge of:
    • Electrical distribution systems
    • Telecommunications
    • Data and network infrastructure
    • Fiber optic systems
  • Experience reviewing construction documents and specifications.
  • Strong understanding of:
    • National Electrical Code (NEC)
    • NFPA standards
    • OSHA regulations
  • Experience using Microsoft Office Suite and Microsoft Teams.
  • Excellent communication and stakeholder coordination skills.


Preferred Qualifications

  • Experience supporting VA Electronic Health Record Modernization (EHRM) infrastructure projects.
  • Previous VA Medical Center construction experience.
  • Professional Engineer (PE) license.
  • Experience with:
    • Revit
    • AutoCAD
    • Primavera P6
    • Submittal Exchange (or similar document management software)
  • OSHA 10 or OSHA 30 certification.
  • Experience managing multiple concurrent construction projects.


Clearance

Ability to obtain and maintain a VA Tier 1 Investigation/Public Trust.
