The Proposal Manager is responsible for leading and managing the full proposal lifecycle for public and private sector opportunities within the tolling, intelligent transportation systems (ITS), mobility services, and transportation technology markets. This role oversees the development of compliant, compelling, and competitive proposals in response to Requests for Proposals (RFPs), Requests for Qualifications (RFQs), Requests for Information (RFIs), and other procurement opportunities.
The Proposal Manager serves as the central coordinator for proposal efforts, collaborating with subject matter experts across operations, engineering, product management, software development, finance, legal, project delivery, customer service, and executive leadership teams. The successful candidate possesses strong proposal management expertise, exceptional writing and editing skills, knowledge of government procurement processes, and a solid understanding of tolling operations, roadside systems, back-office solutions, interoperability, customer service center operations, and mobility technologies.
This position regularly exercises independent judgment and substantial decision-making authority in managing proposal strategy, schedules, assignments, compliance, and final deliverables.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
- Coordinate development of customer-facing proposal content, executive summaries, management plans, technical narratives, presentations, and oral materials.
- Partner with proposal writers, solution architects, and subject matter experts to develop compelling, compliant responses.
- Support content reviews, storyboarding, messaging development, and document quality assurance.
- Translate complex technical and operational concepts into clear, customer-focused value propositions.
- Ensure proposal responses align with customer requirements, evaluation criteria, and procurement instructions.
- Maintain proposal artifacts, lessons learned, templates, and content repositories.
- Coordinate customer-facing oral presentations and demonstrations, including content development, presentation materials, rehearsals, presenter coaching, and executive readiness.

REQUIRED QUALIFICATIONS
- 4 to 6 years of direct proposal management experience leading competitive proposal pursuits from pre-release planning through submission and oral presentations.
- Demonstrated experience managing complex, high-value competitive proposals.
- Advanced proficiency with Microsoft Word, SharePoint, PowerPoint, Teams, and the broader Microsoft 365 ecosystem.
- Experience managing proposal content, reviews, and document control within collaborative environments.
- Experience supporting state and local government procurement efforts.
- Strong writing, editing, communication, facilitation, and presentation development skills.
- Ability to manage multiple priorities and work effectively under pressure in a remote, cross-functional environment.
PREFERRED QUALIFICATIONS
- Experience in tolling, transportation technology, intelligent transportation systems (ITS), mobility, parking, transit, or related public-sector markets.
- Prior experience as a Proposal Writer, Technical Writer, Proposal Coordinator, or related role.
- Experience leveraging AI tools to support proposal development, compliance review, research, content generation, knowledge management, and opportunity analysis.
- Familiarity with software implementation projects, systems integration engagements, SaaS solutions, and SDLC methodologies.
- Experience supporting customer demonstrations, oral presentations, and executive briefing activities.
- Shipley Associates training or certification.
- APMP Foundation, Practitioner, or Professional certification.
