The Proposal Manager will lead and manage the development of compliant, compelling and competitive proposals in response to Government Requests for Proposals (RFPs), Requests for Information (RFIs), and other solicitations. The individual will be responsible for orchestrating the proposal process from inception to final delivery, ensuring alignment with strategic objectives and adherence to all governmental and organizational protocols. This role requires an individual capable of working in a high-pressure environment with the ability to juggle multiple tasks and deadlines, provide effective team leadership, and exhibit a keen eye for detail and quality. This position is a US-Remote-Telework role, requires an Active Secret Clearance, and US Citizenship is required.
Responsibilities:
- Lead the proposal development process including kickoff meetings, proposal strategy development, writing, editing, and review phases, ensuring all milestones are met.
- Collaborate with cross-functional teams including capture managers, technical experts, subject matter experts (SMEs), pricing teams, partners, and compliance officers to gather and write proposal content.
- Develop proposal schedules, outlines, compliance matrices, and mock-ups.
- Ensure proposals are fully compliant with RFP requirements, including format, content, and submission guidelines.
- Manage the Pink Team (proposal strategy) and Red Team (proposal review) processes, incorporating feedback and revisions promptly and effectively.
- Oversee production and submission of final proposal documents, ensuring on-time delivery.
- Monitor and communicate ongoing proposal status, issues, and risks to senior management.
- Conduct post-submission debriefings and lessons learned for continuous improvement.
- Work on significant, complex and unique issues where analysis of situations or data requires an evaluation of intangibles.
- Exercise independent judgment in methods, techniques, and evaluation criteria to obtain results.
- Create formal networks involving coordination among groups.
- Act independently to determine methods and procedures on new or special assignments. May supervise the activities of others.
- Contribute to development of company objectives and principles and achieve goals in creative and effective ways.
- Mentor and train junior proposal staff, providing guidance and support to enhance their professional development and effectiveness.
- Participate in strategic planning for proposal development, contributing ideas and solutions to improve proposal processes and win rates.
- Stay up-to-date with industry best practices, emerging trends, and competitive intelligence.
- Engage in networking and relationship-building activities to identify and pursue new business opportunities.
- Support other business development activities as required, including market analysis, customer engagements, and capture planning.
Knowledge, Skills and Abilities Required:
- Exceptional organizational, project management, and leadership skills.
- Strong verbal and written communication abilities.
- Capacity to adapt to rapidly changing priorities and manage multiple high-stakes projects simultaneously.
- Proficiency with proposal management tools and software, such as Microsoft Office Suite (Word, Excel, PowerPoint), Adobe Acrobat, SharePoint, and various proposal automation tools.
Minimum Requirements:
- Typically, 5+ years of relevant experience with a Bachelor’s degree. This role does not a require a degree, additional experience in lieu of degree is acceptable.
- Experience managing large-scale, complex proposals for federal government agencies.
- Comprehensive understanding of federal procurement processes and related regulations, including FAR (Federal Acquisition Regulations) and DFARS (Defense Federal Acquisition Regulation Supplement).
- Must have an Active Secret clearance.
- Must be able to travel to onsite meetings for active proposals as needed.
- US Citizenship is required.
