Description & Requirements

MANTECH seeks a motivated, career and customer-oriented Proposal Compliance and Quality Assurance (QA) Manager to join our team in Herndon, VA. This is a hybrid position requiring onsite presence on an as needed basis.

The Compliance and Quality Assurance Manager is responsible for the rigorous cross-examination of all business development deliverables-including Requests for Proposals (RFPs), Requests for Information (RFIs), and proactive white papers-against the exact requirements of the government solicitation. This role establishes the compliance framework, builds matrices, leads color team reviews, and performs final "white-glove" audits before submission to ensure compelling, error-free, and legally compliant solutions.

Responsibilities include but are not limited to:
  • Deconstruct complex solicitations (Section L, Section M, and the Performance Work Statement/SOW) to create granular compliance matrices that map government requirements directly to the response structure.
  • Manage the formal color review process (Pink, Red, Gold) to evaluate technical solutions and white papers for substance, persuasive clarity, and thorough responsiveness.
  • Adapt compliance frameworks to satisfy varied procurement nuances across all federal frameworks, including the Federal Acquisition Regulation (FAR), Defense FAR Supplement (DFARS), and individual civilian agency policies.
  • Critique proactive white papers and conceptual solution architectures to guarantee they conform to federal mission goals, formatting regulations, and page limitations.
  • Perform final administrative and desktop publishing quality checks on formatting, active links, references, and mandatory government representations and certifications prior to submission.


Minimum Qualifications:
  • Bachelor's degree in Business, English, Communications, Contracts Procurement, or a related field.
  • 5+ years of dedicated proposal compliance, quality control, or proposal management experience within the federal government contracting (GovCon) market.
  • Expert-level mastery of the federal source selection process, evaluation methodologies, and FAR/DFARS compliance regulations.
  • Advanced capability in building structured compliance matrices from scratch, tracking outstanding elements, and maintaining configuration control over fast-moving volumes.
  • Superior proficiency in Microsoft Word (expert style sheets, template generation, macro tools), Adobe Acrobat Pro, SharePoint, and automated compliance tracking software.


Preferred Qualifications:
  • Demonstrated experience performing compliance and quality reviews across multiple federal agency sectors (DoD, Civilian, and Intelligence Community).
  • Ability to work effectively in fast-paced, high-volume proposal environments under tight submission deadlines.
  • Strong written and verbal communication skills with high attention to detail.

Physical Requirements:
  • Must be able to remain in a stationary position 50%.
  • Needs to occasionally move about inside the office to access file cabinets, office machinery, etc.
  • Frequently communicates with co-workers, management, and customers, which may involve delivering presentations. Must be able to exchange accurate information in these situations.


The projected compensation range for this position is $109,000.00-$181,500.00. There are differentiating factors that can impact a final salary/hourly rate, including, but not limited to, Contract Wage Determination, relevant work experience, skills and competencies that align to the specified role, geographic location (For Remote Opportunities), education and certifications as well as Federal Government Contract Labor categories.
