About the Role:

Reporting to the Director Property Management & Development, the Property Maintenance Manager is responsible for leading maintenance operations for Kerry's Place Supported Living properties. The Manager translates organizational property and capital strategies into annual operating plans and is accountable for preventive and corrective maintenance programs, work order performance, approved capital project delivery, vendor and contract management, operating budget management, regulatory compliance, and the performance of the property maintenance team. The Manager provides direct supervision to Property Maintenance Coordinators and Property Maintenance Workers.

Responsibilities may include:
  • Through actions, supports the Mission, Vision, Values and Strategic Plan of Kerry's Place
  • Reviews and adheres to all Policies and Procedures, including Finance & Administration; Services & Supports; Human Resources; Health & Safety; and all others
  • Adheres to Manager responsibilities for Health & Safety as defined by the Occupational Health and Safety Act and other applicable regulations
  • Serve as the point of contact on property management matters, and collaborates with both internal and external stakeholders to support the preventive and corrective maintenance needs of the organization
  • Develop annual preventive and corrective maintenance plans for approval by the Director, Property Management & Development and oversee their implementation
  • Establish maintenance priorities, service standards, escalation protocols and resource plans.
  • Ensure maintenance activities support safe, compliant and well-maintained environments for persons supported and employees
  • Review operational results and take corrective action where service standards are not achieved
  • Own the work order management process from intake and prioritization through completion and closure
  • Establish and monitor key performance indicators for response time, completion time, backlog, preventive maintenance completion, repeat repairs and customer service
  • Review overdue, high-risk and recurring work orders and ensure appropriate escalation and resolution
  • Ensure maintenance records and supporting documentation are complete, accurate and current
  • Lead implementation of approved capital projects and major renovations with support from Director, including scope, schedule, budget, risk and quality management.
  • Prepare capital budget recommendations, project business cases and supporting condition information for the Director
  • Approve capital invoices within delegated authority and escalate invoices requiring Director or other approval in accordance with organizational policy
  • Oversee property condition assessments, asset lifecycle information and maintenance data used for capital planning
  • Prepare Partner facility renewals to align with the property condition assessment and lifecycle information and maintenance data
  • Develop the annual maintenance operating budget in conjunction with Finance Department and the VP of Supportive Living and monitor expenditures, commitments and forecasts
  • Manage facility maintenance and service contracts for Supported Living sites within delegated authority
  • Lead vendor selection and contract management in collaboration with Procurement in accordance with policy
  • Conduct vendor performance evaluations and address service, quality, cost or compliance concerns
  • Review and approve operating maintenance invoices within delegated authority
  • Ensure maintenance operations comply with applicable health, fire, building, safety and regulatory requirements
  • Develop and implement routine inspection schedules for HVAC, plumbing, electrical, and life safety systems to prevent major infrastructure failures
  • Oversee inspection schedules, fire safety plans, drills, audits and timely completion of corrective actions
  • Ensure required property and compliance records are maintained and available for review
  • Provide direct leadership and supervision to Property Maintenance Coordinators and Property Maintenance Workers, including coaching, performance management, training and development
  • Assign work, clarify decision rights and ensure Coordinators execute approved maintenance plans and projects
  • Establish team objectives and performance expectations aligned with departmental key performance indicators
  • Maintain relevant training plans and succession strategies for the property maintenance team
  • Develop and maintain positive relationships with employees, persons supported, families, vendors and other stakeholders
  • Ensure maintenance services support safety, stability, dignity and quality of life for persons supported
  • Promote proactive property care to prevent minor deterioration from becoming major repairs or service disruptions
  • Ensure the health and safety of persons supported in accordance with Ontario Regulation 299/10 Quality Assurance Measures and applicable provincial and municipal requirements
  • Ensure professional and thorough records are maintained and kept current for all sites
  • Other duties as assigned

Education Qualifications:

University degree in Business, Engineering, Architecture, Construction, Facilities Management or a related discipline, or an equivalent combination of education and experience.

Knowledge and Experience Requirements:
  • Minimum five years of property or facilities maintenance experience, with at least 2 years' experience in a supervisory or leadership role
  • Strong working knowledge of general trades and building systems
  • Experience managing preventive maintenance programs, work orders, vendors, service contracts, budgets and capital projects
  • Experience using property management software and Computerized Maintenance Management Systems
  • Strong knowledge of the developmental services sector and Autism Spectrum Disorder is an asset
  • Working knowledge of applicable employment, occupational health and safety, developmental services, fire, building and related legislation and regulations

Working Conditions/Physical Requirements:
  • Must have the ability to complete the Non-Violent Crisis Intervention (NVCI) certification, First Aid/CPR as well as perform the required physical techniques. Training will be provided at no cost
  • Position requires flexible hours including evenings, weekends and holidays
  • Provide on-call coverage (which may include evenings, weekends and holidays)
  • A valid Driver's License, with a minimum G2 and access to a reliable vehicle is required and proof of third party liability insurance coverage
