Responsibilities - Support federal program and project leads across the full spectrum of program management activities, including feasibility studies, impact analyses, market research, and position papers.
- Develop and maintain program planning artifacts (e.g., life cycle cost definitions, implementation plans, and project schedules) and track performance through the collection and documentation of metrics, milestones, and action items.
- Conduct risk assessments and support risk management planning, including threat and vulnerability identification, response planning, and ongoing monitoring.
- Perform cost and benefit analyses and provide technical guidance to federal staff on cost allocations and compliance with applicable regulations, departmental guidance, and federal standards.
- Facilitate business requirements gathering through interviews, workshops, and process-mapping sessions.
- Produce formal business requirements documentation that clearly distinguishes business needs from technical implementation requirements, and coordinate with stakeholder groups to ensure alignment with IT investment strategies and mission objectives.
- Prepare and maintain project schedules, including Integrated Master Schedules (IMS), in accordance with applicable work breakdown structures.
- Ensure schedules reflect current task status, resource assignments, and performance baselines, and remain accessible to program staff throughout the project life cycle.
- Develop, review, and edit a wide range of project documentation (e.g., investment proposals, business justifications, standard operating procedures, SDLC documentation, business process documentation, and technical reports).
- Draft handbook and reference material outlining processes and best practices for federal staff use.
- Incorporate federal staff feedback and ensure all materials meet clarity, grammar, and federal writing standards prior to submission for approval.
- Support configuration management activities by identifying and maintaining product baselines, establishing configuration management libraries, and tracking versioned deliverables throughout the project life cycle in accordance with applicable standards.
- Prepare and deliver Weekly Activity Reports and monthly status reports, providing executive-level summaries of accomplishments, labor activity, and task status.
- Draft stakeholder communications and presentations for federal staff review and delivery, and provide ongoing workflow maintenance and data call support, as directed.
Education and Years of Experience- Requires Bachelor's degree and PMP certification.
- Minimum 7 years of experience in project management support, with demonstrated experience producing federal program management documentation and artifacts.
Professional Experience and Skills- Familiarity with federal program management frameworks, SDLC methodologies, and OMB reporting requirements.
- Experience with business requirements documentation, configuration management practices, and integrated schedule development in a federal contracting environment.
- Prior experience supporting federal IT programs or IT investment management is strongly preferred.
