Full Job Description
GENERAL JOB SUMMARY:

The Project Scheduler is the primary leader for schedule resource management and performance analysis within the company. This position develops, validates, and maintains schedules on assigned projects/programs; provides resource management, schedule process/procedure development and maintenance for PMO activities; assists in the oversight of desktop metric schedules and the development of associated reports; and is a member of the Program Team providing project schedule oversight, analysis and reporting.

ESSENTIAL JOB FUNCTIONS:

The duties and responsibilities listed below apply to all levels of Project Scheduler. Each level of Project Scheduler has additional duties and responsibilities listed.

Project Scheduler ALL

Supports configuration of Work Breakdown Structure (WBS) and IPT assignment during development. Works to ensure that schedule will meet Responsibility Assignment Matrix requirements for control account summary and detail planning of activities.
  1. Maintains control accounts and task activities to ensure that each meet Statement of Work and Basis of Estimates requirements for resource loading and baseline management.
  2. Updates Contract WBS Dictionary when applicable.
  3. Develops and maintains Program Master Schedule for post-award activities.
  4. Updates and maintains project schedule required fields as defined by company Field Definition table.
  5. Maintains and modifies baseline through Baseline Change Review (BCR) process.
  6. Performs schedule health metrics to analyze schedule quality, produce metrics, and resolve problems.

Project Scheduler I
  1. Works with supervision to create, maintain, and status small proposal, program, or supplemental schedules.
  2. Performs validations on assigned schedules and provide results to higher level Project Scheduler as to schedule health, status, and defined field configurations.
  3. Resource loads work hours/costs in schedules to provide time-phased resource planning and validate alignment within financial system.
  4. Responsible for monthly status, schedule integration into financial system and CDRL/SDRL submittals with customers on assigned programs.
  5. May be responsible for detailed schedule analysis of network logic and critical path to initiate mitigation when planned activities deviate from baseline activities.

Project Scheduler II
  1. Works independently with minimal supervision to create and status intermediate to large proposal, program, or supplemental schedules.
  2. Leads development with Control Account Managers (CAM) to detail task activities for work package breakdown, assign resources, set Performance Measurement Technique (PMT), and accomplishment criteria.
  3. Responsible for baseline management and validation against the financial system.
  4. Supports establishment and maintenance of Program Management Reserve through baseline change approvals and adjustment of resource assignments.
  5. Works with CAM, IPT or Engineering Lead, to develop Work Packages in Integrated Management Schedule (IMS), assign PMT and generate Task Authorization forms for distribution.
  6. Performs "what if "scenarios for individual program management team members.
  7. Perform schedule baseline variance analysis, generate reports, and resolve anomalies with task owners or CAMs.
  8. Responsible for configuration and validation that schedule development on assigned programs accurately meets DCMA 14-point criteria, defined field configurations, CDRL, and DCMA earned value requirements as required.
  9. Responsible for detailed schedule analysis of network logic and critical path to initiate mitigation when planned activities deviate from baseline activities.
  10. Prepares IMS CDRL/SDRL deliveries to meet criteria and timeline submittals.

Project Scheduler III
  1. Independently develops and maintains Integrated Master Schedules for schedules requiring Earned Value methodology.
  2. Leads schedulers in development of intermediate and supplemental schedules, establish integration into Master Schedule.
  3. Responsible for formulas, views, tables and filters function according to configurations in field definition table within schedules.
  4. Provides Schedule Analysis Reports: Critical path, Top Level, Resource Management, Milestones, and Slack Trend Reports.
  5. Ensures management understanding of network logic, Gantt, pert, milestone lists, and resource information in the schedule.
  6. Assists and performs validation as assigned on schedules to meet DCMA-14-point criteria, defined field configurations, CDRL/SDRL and earned value requirements. Provides guidance and instruction to the program teams to improve performance.
  7. Leads communications with customers, internal and external, on IMS CDRL/SDRL deliveries.
  8. Establishes schedule development calendar of events on assigned projects for management of status, report generation, deliveries and IMS archival.
  9. Provides technical support of work package breakdown across programs and provides oversight on PMT assignments.
  10. Supports Integrated Baseline Reviews (IBR), and Schedule Resource Analysis (SRA) reviews as required.
  11. Provides schedule training to department coworkers, functional organizations and program teams.
  12. Develops and maintains Earned Value analyses and reports. Assists PM/CAMs with analysis and corrective action of Earned Value data.
  13. Other duties may be assigned.

$65,000 - $145,000

  • Project Scheduler III
  • Demonstrated ability to develop and maintain project schedules that pass DCMA 14-Point Criteria, Di-MGMT-81650 Requirements and DCMA Earned Value Requirements.
  • Demonstrated ability to perform data analysis of schedules using both MS Project and Excel.
  • Without personnel management responsibilities; be able to motivate internal and third-party team members to deliver important information on time in a matrixed environment.
  • Demonstrated ability to write formulas in MS Project and Excel.
  • Excellent organization, problem-solving, analytical, and troubleshooting skills.
  • Must be energetic, a team player with excellent communication skills, and a desire to learn new concepts and train others in intermediate Earned Value and scheduling techniques.

  • EDUCATION AND EXPERIENCE:

    Required:

    Project Scheduler I
    • Bachelor's Degree in Accounting, Finance, Mathematics, Engineering or other related discipline; or previously related direct work experience preferred
    • Demonstrated strong written and verbal communication skills.
    • Experience in data analysis that includes reporting and action recommendations, preferred.
    • May be required to obtain and maintain a U.S. security clearance at the appropriate level (requires U.S. Citizenship).

    Project Scheduler II
    • Bachelor's Degree in Accounting, Finance, Mathematics, Engineering or other related discipline, or previously related work experience.
    • 2 to 4 years scheduling experience using MS Project or similar product.
    • Experience in data analysis that includes reporting and action recommendations.

    Project Scheduler III
    • Bachelor's degree in Finance, Business, Mathematics, Engineering or other related discipline.
    • 6 + years scheduling experience.
    • Scheduling experience in a DoD Programs utilizing Earned Value metrics and reporting requirements.
    • Experience in MS Project Enterprise is a plus.

    WORK ENVIRONMENT/PHYSICAL REQUIREMENTS:
    • May be exposed to a manufacturing environment
    • Ability to stand and sit for long periods of time
    • Ability to perform repetitive motion (keyboarding, 10-key, phones)
    • May work extended hours or weekends.
    • Some local travel may be required.
    • Primarily office environment: desk, telephone, keyboard/mousing/writing and interface with internal personnel.
    • Routine sitting and using a computer/telephone/copier equipment, some walking and reaching, active listening and thinking.
    • While performing the duties of this job the employee is regularly required to sit, hold, grasp, type, talk, and hear. The employee is occasionally required to stand, walk, stoop, kneel, or crouch.
