Position DescriptionPosition SummaryPenhall Company is seeking an experienced and highly motivated Project Safety Manager to oversee all safety-related activities for the San Onofre Nuclear Generating Station (SONGS) Seawall Demolition and Repair Project. This project involves heavy civil construction activities including seawall demolition, concrete removal, structural repair, marine access operations, excavation, and coastal infrastructure rehabilitation located on the grounds of the former nuclear generating station.
While this project is located within a nuclear facility property, the scope of work does not involve nuclear reactors, radioactive systems, containment structures, or radiological remediation activities. The Project Safety Manager will focus primarily on industrial construction safety, heavy civil operations, environmental compliance, and client-specific site safety requirements.
The successful candidate will be responsible for implementing and managing comprehensive safety programs to support safe execution of demolition and repair operations while ensuring compliance with OSHA, Cal/OSHA, environmental regulations, and owner safety standards.
Essential Duties & Responsibilities- Safety Leadership & Program Administration
- Lead the development, implementation, and enforcement of the project-specific Safety and Health Plan.
- Promote Penhall's safety culture and commitment to zero incidents.
- Conduct routine field inspections, audits, and safety observations.
- Facilitate daily pre-task planning meetings and Job Hazard Analyses (JHAs).
- Partner with project management and craft supervision to proactively identify and mitigate jobsite hazards.
- Ensure compliance with:

- Cal/OSHA regulations
- Client-specific safety requirements
- Environmental and coastal protection requirements

- Hazard Identification & Risk Mitigation
- Evaluate and mitigate hazards associated with:
- Structural and concrete demolition
- Heavy equipment operations
- Crane and rigging activities
- Marine and coastal construction operations
- Excavation and trenching
- Fall protection systems
- Silica exposure and dust control
- Confined space entry
- Hot work activities
- Traffic control and site logistics
- Verify implementation of appropriate PPE, engineering controls, and safe work practices.
- Participate in lift planning, work sequencing, and constructability reviews.
- Incident Prevention & Investigation
- Investigate incidents, near misses, and safety concerns.
- Conduct root cause analyses and implement corrective actions.
- Track safety metrics and develop continuous improvement initiatives.
- Coordinate emergency preparedness planning and response activities.
Training & Compliance- Conduct site safety orientations and ongoing training programs.
- Ensure employees and subcontractors maintain required certifications and qualifications.
- Maintain project safety records, inspection reports, training logs, and compliance documentation.
- Monitor compliance with:
- Lockout/Tagout procedures
- Respiratory protection programs
- Permit-required confined space procedures
- Environmental controls and spill prevention measures
- Field Safety Oversight
- Maintain a strong field presence during active construction operations.
- Serve as the primary onsite safety resource for employees and subcontractors.
- Exercise stop-work authority when unsafe conditions or behaviors are identified.
- Support safe coordination between multiple trades and subcontractors.
Position RequirementsRequired QualificationsMinimum 7 years of construction safety experience in heavy civil, demolition, industrial, marine, or infrastructure projects.
Minimum 3 years in a dedicated safety management role.
Strong knowledge of:
- OSHA and Cal/OSHA standards
- Heavy civil construction safety
- Demolition operations
- Crane and rigging safety
- Excavation and fall protection requirements
- Experience supporting projects in highly regulated industrial environments.
- Strong communication, leadership, and organizational skills.
- Ability to interpret construction drawings, lift plans, and project specifications.
- Proficiency in Microsoft Office and digital safety management systems.
- Must be able to travel up to 80%
Preferred QualificationsCHST, CSP, ASP, or equivalent safety certification preferred.
OSHA 500 or OSHA 510 certification preferred.
Experience on coastal, marine, or seawall rehabilitation projects.
Experience working at power plants, refineries, ports, or industrial facilities.
CPR/First Aid/AED Instructor certification preferred.
Knowledge of environmental compliance requirements related to coastal construction activities.

Physical RequirementsAbility to work outdoors in varying weather and coastal conditions.
Ability to walk uneven terrain and active construction sites for extended periods.
Ability to climb ladders, stairs, and access elevated work areas.

Ability to lift up to 40 pounds occasionally.
