Job Details

The Project Controls Section provides project cost control, planning, and analysis support to JPL's programs and projects. We are seeking a Project Resource Analyst (PRA) with effective communication, analysis, and teamwork skills to work in a cross functional environment. The candidate must have a Top Secret/Sensitive Compartmented Information (TS/SCI) clearance. In this role, you will partner with Program Management and serve as a primarily focal point for all financial related aspects of the project. Specific examples of Resource Analyst responsibilities include, but are not limited to:
  • Build and maintain the Work Breakdown Structure (WBS), WBS Dictionary and Responsibility Assignment Matrix.
  • Monitor project funding for proper placement on contract, linking, and estimating anticipated exhaustion of funds
  • Develop, analyze, and update complex project task plan documents (i.e. statement of work, basis of estimates, and cost estimates) using project history, actuals, and supporting documentation.


  • Develop the project financial position relative to Institutional deliverables for the Planning, Programming, Budgeting, and Execution (PPBE), Institutional Business Forecast, Cost Phasing, NF533 reporting, and monthly/quarterly reviews.


  • Develop time-phased budgets and EACs in accordance with schedule plans; analyze trends, risks, and opportunities and recommend corrective actions.
  • Prepare and present monthly/quarterly/yearly project financial reports.
  • Conduct in-depth analysis of program/project performance including budget/forecast to actuals, variance analysis, and earned value management.


  • Participate as an essential team member on teams inside and outside organization, project, activity or function.

Qualifications
  • The candidate must have a Top Secret/Sensitive Compartmented Information (TS/SCI) clearance.
  • Typically requires a Bachelor degree in Business Administration or similar discipline with a minimum of 6 years of related experience; Alternatively, a Master degree in similar discipline with a minimum of 4 years of related experience or a PhD in similar disciplines with a minimum of 2 years related experience will also be considered.
  • Advanced knowledge, understanding and application of project planning and control principles and standards including cost estimation, budgeting, scheduling, and earned value management.
  • Ability to apply good judgment when making business decisions and capable of communicating effectively with all levels of management and personnel.
  • Ability to work independently, take the initiative to bring assigned tasks to successful completion, and handle competing priorities to meet due dates.
  • Must be a strong user of Microsoft Office (Excel, Word and PowerPoint)


Preferred Qualifications

  • Previous experience in a project team environment with project reporting, integrated cost/schedule planning, EVM, and various performance measurement techniques.
  • Experience with cost-schedule baseline change control processes. Prior experience with Cobra.
  • Experience supporting programs through government audits
  • Experience with month end EVM cost reporting deliverables
