Job SummaryThe Project Quality Manager is responsible for implementing quality procedures and best practices to fulfill the quality mission and support the successful execution of assigned Division's projects as described in the Division's Quality Management System (QMS) and/or the Nuclear Quality Assurance Program.
Key Responsibilities- Plans, develops, implements, monitors, evaluates, and maintains the project quality plan and the project inspection and test plan for assigned projects
- The PQM typically supports 1 complex project and up to 10 simple projects simultaneously
- Collaborates with other PQMs on projects worked by professionals in multiple locations . Plans and conducts assessments to confirm compliance with company, client and regulatory requirements . Reviews, analyzes, and evaluates project supplier and subcontractor activities, quality systems and programs, products, and reports for adherence to the Division's QMS and/or the NQAM . Reviews purchase orders and associated documentation to ensure correct quality requirements are included prior to contract award . Ensures suppliers meet project requirements through evaluations and/or audits . Identifies and assesses improvement opportunities, and ensures a resolution is determined which will meet project and/or process quality requirements . Conducts quality assessments of project procedures and documents to identify, analyze, and document non-conforming processes or products; develops and implements corrective action by comparing activities against project quality program criteria . Assists project team members with quality processes such as CARs, PARs, and deviations . Participates in development and implementation of training on QMS for assigned project personnel . Promotes the Lessons Learned process
- For a Nuclear position: . Ensures project compliance to the NQAM and regulatory requirements . Acts as the SME for all nuclear QA issues and interpretations . Performs surveillances of project activities . Reviews project procedures and documents for quality requirements . Keeps the DNQA and the MNQA informed of project quality activities and issues . Acts as liaison with client QA personnel and is the SPC for client audits and surveillances . Project Quality Manager will ensure implementation of the Division QMS or NQAM through day-to-day and oversight activities and maintain the quality program for assigned projects
- Periodic travel will be required
- May involve additional work hours/week . Acts in capacity of a "lead person " May have management responsibility for the people to whom they provide work direction
Management ResponsibilitiesPreferred Qualifications4 year degree in Engineering, Management, Quality or Business preferred Preferred Technical Skills: . Understands principles, practices, techniques and theories of quality processes, including a thorough knowledge of ISO 9001:2015 . Proficient in techniques relating to quality assurance and quality control programs and procedures . Possesses a basic knowledge of engineering, design, procurement, construction and project management principles, practices and methods . Ability to understand and follow instructions; makes sound judgments based on quality and project requirements; interacts effectively with Black and Veatch professionals as well as client, supplier, and contractor representatives . Intermediate knowledge of Microsoft Office computer tools . For a Nuclear position, additional skills may include: . Drafting project QA plans programs and project procedures . Corrective action programs . 10CFR50 55(e) and 10CFR21 compliance . Quality process training . Audits and assessment experience . Root Cause Analyses . Trend Analysis . Software Quality Assurance . Supplier qualification programs and commercial grade dedication Preferred Non-Technical Skills: . Demonstrates intermediate: Process management, conflict management, total work systems, written communications, composure, managerial and Minimum QualificationsMinimum 6 years prior experience in similar QA management position in the same or a related industry. For a Nuclear Position: . 5-10 years of total experience in nuclear QA program implementation and/or oversight.
CertificationsFormal Project Management training. Certifications: American Society for Quality (ASQ) certification as a Certified Quality Auditor (CQA) and as a Certified Manager of Quality/Organizational Excellence (CQM O/E) (desired). Active member of ASQ.
Work Environment/Physical DemandsNormal office environment; may include heavy industrial construction exposure. Occasional physical work conditions: Capable of walking 5 miles and climbing stairs to 300 foot height; walk, climb stairs, ladders, move in/out of vehicles; lift or move up to 25 pounds; supplier or construction site environment has frequent exposure to vibration and loud noise, and occasional exposure to airborne particles, toxic or caustic chemicals, slippery uneven walking surfaces, and risk of electrical shock.
