Full Job Description
Key Responsibilities:
  • Requirement Identification & Scoping: Collaborate with Operations and mission partners through asset management to identify, develop, and document project requirements (scope) that satisfy both current and future mission needs.
  • Documentation & Pre-Acquisition Support: Advise and assist the Engineering Flight in drafting, coordinating, and processing DD Form 1391s for Facility Sustainment Restoration Modernization (FSRM) and Military Construction (MILCON) projects. Generate essential pre-acquisition documentation to move projects toward execution.
  • Funding Justification & Resource Acquisition: Document comprehensive project requirements to acquire the necessary authority and resources. Obtain, analyze, and verify critical information to strongly justify projects and secure Congressional funding approval.
  • Program Planning & Portfolio Management: Develop, manage, and submit targeted project lists across multiple funding avenues, including MILCON, Unspecified Minor Military Construction (UMMC), and the Energy Resilience and Conservation Investment Program (ERCIP).
  • Environmental & Conservation Support: Provide advisory and assistance in the development of the Biodiversity Conservation and Management of Protected Areas (BCAMP) and support related project list submissions.

  • Strong working knowledge of military funding streams and programs, including FSRM, MILCON, UMMC, and ERCIP.
  • Excellent technical writing and analytical skills, with the ability to build compelling data-driven justifications for project funding and Congressional approval.
  • Strong interpersonal skills to effectively collaborate with diverse mission partners, operations teams, and engineering flights.
  • A Bachelor's degree in Planning, Engineering, Architecture, Construction Management, Business, or a related field is highly desirable.
  • Ability to obtain and maintain a required security clearance.
