Key Responsibilities:
Requirement Identification & Scoping: Collaborate with Operations and mission partners through asset management to identify, develop, and document project requirements (scope) that satisfy both current and future mission needs.
Documentation & Pre-Acquisition Support: Advise and assist the Engineering Flight in drafting, coordinating, and processing DD Form 1391s for Facility Sustainment Restoration Modernization (FSRM) and Military Construction (MILCON) projects. Generate essential pre-acquisition documentation to move projects toward execution.
Funding Justification & Resource Acquisition: Document comprehensive project requirements to acquire the necessary authority and resources. Obtain, analyze, and verify critical information to strongly justify projects and secure Congressional funding approval.
Program Planning & Portfolio Management: Develop, manage, and submit targeted project lists across multiple funding avenues, including MILCON, Unspecified Minor Military Construction (UMMC), and the Energy Resilience and Conservation Investment Program (ERCIP).
Environmental & Conservation Support: Provide advisory and assistance in the development of the Biodiversity Conservation and Management of Protected Areas (BCAMP) and support related project list submissions.
