Job Description SummaryThe Safety Manager Reports to his/her designated Managing Inspector, Safety Director or Vice President (ERC). The Safety manager is responsible for providing guidance and technical advice regarding safety related matters on his/her assigned projects. The duties include assuring that all SCA projects comply with all Federal, NY State, NY City and SCA Safety requirements.
Job DescriptionResponsibilities include:
- Conducts scheduled and special inspections for active projects and reported emergencies. Conduct unannounced site-specific safety compliance inspections on all assigned projects. Inspection to be completed timely and to contain all relevant factors, averages 3-5 inspections per day.
- Identify site specific safety deficiencies. Discuss safety recommendations for correction and compliance with the Site Supervisor and Project Officer.
- Conducts follow up inspections and follow-through activities to ensure appropriate corrective actions have been taken.
- Review approved site safety plan on site to ensure contractor's compliance.
- Review contractor's relevant training records, permits, licenses, and logbooks.
- Conduct accident/incident visits as requested and submit related written reports regarding relevant circumstances.
- Discuss problems relating to safety with SCA Safety Director, Managing Inspector, the SCA Project Officer, and appropriate site personnel.
- Participate in requested safety meetings, including pre-construction meetings as requested by Construction Management and Contractors.
- Attend and participate in different PE inspections in company of Engineer of records, SCA Project Officer, and Contractor.
- Use independent judgement when issuing 48-hour and 24-hour compliance notices and stop work orders. Follow up and respond appropriately to ensure compliance with the noted deficiencies on specific projects.
- Responsible for all related safety awareness and compliance for assigned projects; use independent judgement to review and resolve field conditions that impact life safety immediately.
- Participate in the implementation of safety training as required; help develop and implement policies and procedures for the safety division.
- Help with the review of contractor's Site Safety Plan, Safe Work Plan, and Job Hazard analysis.
- Visit various job sites as required in the performance of the above duties. Perform other related tasks.
Minimum Qualifications
- Five years of full time, progressively responsible work as a technical specialist in one or more construction and design related fields; two years must involve managing all phases of construction work of a scale and scope similar to the Authority.
- Valid NYS Driver's License
- Bachelor's Degree

Work ExperienceFive years of full time, progressively responsible work as a technical specialist in one or more construction and design related fields; two years must involve managing all phases of construction work of a scale and scope similar to the Authority and a driver's license valid in New York State or a satisfactory combination of education and experience. Preference: Weighted consideration may be given to New York State Professional Engineers and Registered Architects with knowledge or experience in: government safety or construction standards; management of complex personnel and technological issues; policy formulation, budgetary control, scheduling, and highly technical operations decision making; dispute resolution, management and communications skills.
