Work Location and On-Site/Telework Requirements: Hybrid. You'll work remotely and on site at NIH facilities in Bethesda and Rockville, MD, for workshops, training sessions, and stakeholder meetings, as the work requires. Work is performed on Government-furnished equipment under NIH access requirements.

Eligibility: Ability to obtain and maintain NIH suitability and a PIV credential. An existing Tier 2 (Moderate Risk Public Trust) or higher investigation, eligible for reciprocity, is preferred. No security clearance is required. English fluency, spoken and written.
Overview:
eTelligent Group, LLC supports the National Institutes of Health (NIH) in turning its Zero Trust Architecture (ZTA) strategy into operating practice across its Institutes and Centers (ICs). This position supports Task 8, Special Projects: a dedicated team, separate from the core program staff, that develops and delivers NIH-wide ZTA training and supports Government-directed ZTA special projects. The Project Manager plans and runs the Government-directed special projects that support NIH's ZTA program. You'll work alongside a senior Zero Trust architect, with up to three projects active at a time.
Responsibilities:
- Planning: Turn written COR tasking into planning briefs within five business days, covering scope, deliverables, schedule, staffing, and the share of team capacity each project will use.
- Schedules: Build and maintain project schedules, integrate them with the program's Integrated Master Schedule, and track milestones with early-warning reporting.
- Risks and decisions: Maintain risk, issue, and decision logs for each project, with owners and mitigations, and escalate to the COR when needed.
- Stakeholders: Coordinate with IC staff, NIH OCIO, ISAO, and central-service owners. Facilitate working groups and meetings, including agendas, minutes, and action tracking.
- Reporting: Produce the Monthly Special Projects Status Report, covering progress, risks, decisions needed, and hours used against capacity.
- Closeout: Write closeout memos within 10 business days of each project's completion.
- Documentation: Manage project documentation on NIH repositories under version control, following Section 508 practices.
Required Qualifications:
- A bachelor's degree.
- At least 7 years of IT project management experience, including at least 3 years managing federal cybersecurity or IT modernization projects.
- A current PMP or PgMP certification.
- Familiarity with the NIST Risk Management Framework, Zero Trust concepts, and federal cybersecurity governance.
- Strong facilitation, written communication, and stakeholder management skills.
Preferred Qualifications:
- Experience at HHS or another federal health agency.
- Experience managing several concurrent projects within a fixed-capacity team.
- Agile or hybrid delivery experience (CSM, PMI-ACP).
- Familiarity with CSAM, ServiceNow, or similar governance and workflow tools.
- CompTIA Security+ or similar.
