(EBA) is looking for a Project Manager to join our team and lead water and wastewater projects from planning and design through construction. YOUR RESPONSIBILITIES:

As a Project Manager, your responsibilities will encompass:
  • Managing water and wastewater engineering projects from initial planning and design through bidding and construction.
  • Leading the design and rehabilitation of water distribution systems, wastewater collection systems, pipelines, pumping stations, and related utility infrastructure.
  • Developing project scopes, schedules, budgets, staffing plans, and deliverables.
  • Serving as the primary point of contact for clients and maintaining strong relationships throughout project delivery.
  • Coordinating project activities with clients, regulatory agencies, utility owners, subconsultants, contractors, and other project stakeholders.
  • Leading and mentoring engineers and technical staff while coordinating workloads and project assignments.
  • Reviewing engineering calculations, plans, specifications, technical reports, cost estimates, and other design documents.
  • Providing technical direction throughout project planning, design, permitting, bidding, and construction.
  • Managing project budgets, schedules, invoicing, staffing, and overall financial performance.
  • Coordinating permitting and regulatory requirements with local, state, and federal agencies.
  • Conducting and participating in project meetings, design reviews, site visits, and field investigations.
  • Overseeing bid-phase and construction-phase engineering activities, including reviewing submittals and shop drawings, responding to RFIs, and evaluating design changes.
  • Identifying project challenges and developing effective approaches to maintain progress and meet client objectives.
  • Assisting the department manager with proposals, scopes of work, fee estimates, and project schedules.
  • Developing and maintaining client relationships and identifying opportunities for new and continuing work.

MINIMUM QUALIFICATIONS:

To excel in this role, candidates must possess the following qualifications and abilities:
  • A bachelor's degree in civil or environmental engineering from an ABET-accredited university
  • Professional Engineer (PE) license
  • Experience managing the planning, design, and delivery of water and wastewater infrastructure projects
  • Strong knowledge of water distribution and wastewater collection systems and associated design standards
  • Demonstrated experience managing project scope, schedule, budget, and technical deliverables
  • Proficiency with engineering software including AutoCAD Civil 3D, Bluebeam Revu, ArcGIS, WaterCAD, SewerGEMS, and EPANET
  • Proficiency with Microsoft Office Suite
  • Strong written and verbal communication skills
  • Ability to effectively manage multiple projects, priorities, and deadlines
  • Experience leading engineers, designers, and other technical staff
  • Strong client relationship and project coordination skills

PREFERRED QUALIFICATIONS:
  • Experience working with WSSC Water, Washington Aqueduct, DC Water, Baltimore City DPW, Prince George's County, and/or Montgomery County
  • Experience with water and sewer rehabilitation and replacement, pumping stations, pipeline design, utility coordination, and condition assessment projects.
