Full Job Description
This position is located in Puerto Rico and requires the ability to travel around the island to meet with clients and stakeholders. Commutable to our Guaynabo, PR, ICF office for essential meetings.

ICF is looking for a highly motivated and skilled Project Manager to join our growing team. This role offers the opportunity to lead meaningful projects, collaborate with diverse stakeholders, and ensure successful outcomes that meet client and organizational goals. We are seeking a professional who brings strong leadership, organizational, and communication skills, along with the ability to thrive in a dynamic environment and manage priorities effectively.

This position requires strong organization, follow-through, communication skills, and an interest in learning how to deliver technology projects in a fast-paced, matrixed environment. Occasional travel may be required.

What you will be doing:
  • Supports in developing contract solutions to meet program needs. Work with ICF staff, clients, subcontractors and project team to determine project scope, budget forecast, review timesheets, scheduling, and deliverables
  • Manages the risk register and updates the Risk Management Plan and quality assurance activities
  • Develops project work plans and determines resource requirements
  • Monitor and assist with project tasks expenses and keep them within allotted budget
  • Monitors, plans, coordinates and oversees project activities to ensure on-time delivery of deadlines
  • Ensure that project deliverables meet quality standards and business requirements
  • Maintain accurate client communication and project documentations
  • Respond to customer enquiries and concerns promptly and professionally
  • Track project scope, risks, issues, assumptions, dependencies, and change requests, escalating items as needed to project or program leadership
  • Support client and internal stakeholder communications by preparing meeting notes, status updates, follow-ups, and project documentation
  • Assist with release coordination, implementation readiness, post-launch support, and lessons learned activities to support continuous improvement


What we need you to have:
  • Bachelor's degree
  • 5+ years of project management experience.
  • 3+ years of experience managing IT or software delivery projects with demonstrated accountability for schedule, budget, scope, and risk
  • 1+ years of experience successfully managing multiple concurrent projects while coordinating cross-functional teams across technical and business stakeholders.
  • Strong organizational and time management skills with the ability to manage competing priorities
  • Excellent communication and interpersonal skills to engage effectively with clients, stakeholders, and diverse teams.
  • Proficiency with Microsoft Office 365 tools (Teams, Outlook, Excel, PowerPoint; MS Project experience a plus).
  • Knowledge of software development lifecycle (SDLC)
  • Experience using project management and collaboration tools such as Jira, Microsoft Office, Excel, PowerPoint, and Visio
  • Must be a US Citizen or Permanent Resident per federal contract requirements


What we would like you to have:
  • Masters degree is preferred
  • PMP certification strongly preferred
  • Spanish language fluency is a plus
  • Experience with Agile, Scrum, SAFe, or hybrid delivery approaches. Certified ScrumMaster (CSM) or equivalent Agile certification considered a plus
  • Ability to gather information, organize findings, and support analysis that informs practical project recommendations
  • Foundational understanding of project budgets, including tracking hours, monitoring burn rates, identifying variances, and supporting budget-related status updates
  • Experience working with vendors, subcontractors, or cross-functional delivery partners
  • Exposure to release planning, implementation readiness, process improvement, or post-launch support activities
  • Experience with proprietary platforms, SaaS solutions, system integrations, or configurable business applications
  • Interest in learning how technology solutions support program delivery, client needs, and business growth
  • Experience working on federally funded disaster management, resilience, housing, infrastructure, or technology modernization programs

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:
$81,111.00 - $137,889.00
