Project Manager, Specialty Care Program Support

 

Artemis seeks an experienced Project Manager to support the Department of Veterans Affairs (VA) Veterans Health Administration (VHA) Specialty Care Program Office (SCPO). SCPO provides national leadership, governance, and oversight for specialty care programs, Centers of Excellence, and clinical service lines across VHA, as well as enterprise initiatives such as the Federal Electronic Health Record, the PACT Act, Access initiatives, and Ongoing Professional Practice Evaluation (OPPE). This role will support one to two SCPO workstreams, working closely with workstream sponsors, business leads, and Government leadership to ensure initiatives are executed consistently and in accordance with VA standards and enterprise objectives.

 

The Project Manager is responsible for developing and maintaining project schedules, action trackers, and other project management tools to monitor milestones, dependencies, deliverables, and overall workstream performance, and for coordinating activities across related programs, projects, and initiatives to support timely completion of assigned work. This may include producing executive-level status reports, dashboards, policies, SOPs, templates, presentations, memorandums, SharePoint sites and Teams channels, newsletters, annual reports, fact sheets/FAQs, communication plans, business plans, funding requests, and budgets, as requested by the Government. The role also facilitates working sessions, stakeholder meetings, and decision-making forums, and may conduct functional assessments to evaluate current-state workflows, roles, and capability gaps and recommend process improvements.

 

In this role, the Project Manager collaborates with data analysts, developers, and SMEs to ensure coordinated execution across the program. Responsibilities include maintaining risk, issue, decision, and action-item logs; tracking approved scope changes; maintaining organized project files using version control and records management practices; and providing Government customers with timely reporting on status, schedule, risks, issues, and performance metrics to support informed decision-making.

Minimum Qualifications
  • Bachelor's degree (BA/BS)
  • Minimum four (4) years of experience successfully managing a large-scale, complex program encompassing multiple projects
  • Project Management Professional (PMP) certification or similar in quality, with a minimum of four (4) years' experience supporting a large corporation or government agency, preferably a large health care organization
  • Strong analytical, written, and verbal communication skills
Desired Qualifications
  • Master’s degree
  • Eight (8) or more years of experience managing large-scale, complex programs or projects, preferably within a large health care organization
  • Experience supporting the Department of Veterans Affairs (VA) or Veterans Health Administration (VHA), particularly specialty care, clinical programs, or enterprise transformation initiatives
  • Familiarity with federal health care environments and enterprise initiatives such as electronic health record modernization, the PACT Act, or Access initiatives
  • Experience developing executive dashboards, status reporting, and SharePoint/Microsoft Teams-based collaboration tools
  • Additional relevant certification(s) (e.g., Lean Six Sigma, Change Management)
