Overview

Bowhead seeks a Project Manager who will be a part of a dynamic, energetic, and mission-oriented team providing Technical Integration Management Support (TIMS) to the U.S. Customs and Border Protection (CBP) Passenger Systems Program Directorate (PSPD). This role is designated as Key Personnel and serves as the primary focal point for all communications between CBP and the Contractor. This position operates during core business hours of 8:00 AM – 4:00 PM, Monday through Friday, primarily onsite in Ashburn, VA (with telework available at the discretion of the Government).

 

To be successful, the Project Manager must ensure effective planning, execution, and oversight of all work under the Statement of Work. This includes maintaining appropriate staffing levels, ensuring deadlines are met, and ensuring required services and deliverables are provided at or under budget. The Project Manager will lead Agile workflows (Kanban/Scrum) and ensure strict adherence to CBP standards, privacy policies, and training requirements.

Responsibilities

The Project Manager will interact daily with the Contracting Officer’s Representative (COR), Contract Specialist (CS), Government Program Managers, and project leads. Collaboration with technical teams and stakeholders is key to success. Consequently, this role requires excellent leadership, customer service, verbal and written communication skills, and the ability to provide the following services:• Provide the full range of services required to effectively plan and efficiently manage the performance of all work required under the TIMS contract.• Develop, deliver, and continuously update the Project Management Plan (PMP) and Transition-In/Transition-Out plans.• Supervise Contractor personnel in the performance of their duties, including assignment and prioritization of requested work and projects.• Track tasks and projects using a Kanban board to visualize work, limit work-in-progress duration, and maximize team efficiency.• Perform the Scrum Master role to facilitate Kanban/Scrum team meetings, overcome impediments, and continuously improve workflow.• Prepare and deliver comprehensive weekly and monthly progress reports (WSR/PMR) detailing work performed, technical progress, schedule status, and risk mitigation.• Plan, participate in, and facilitate system Design Reviews with all active stakeholders, ensuring designs satisfy CBP’s critical criteria.• Provide availability to meet with the COR upon request to present deliverables, operational metrics, Service Level Agreement (SLA) statistics, and customer feedback.• Ensure all Contractor personnel strict adherence to DHS/CBP privacy policy in managing Sensitive Personally Identifiable Information/Personally Identifiable Information (SPII/PII).• Maintain full documentation of the measures taken to ensure CBP audit findings are addressed and tracked until resolution.• Manage all onboarding activities during the Transition-In phase, including security packages, facility access, IT equipment assignment, and knowledge transfer.• Other duties as assigned.

Qualifications

• Bachelor of Science degree in Information Systems, Engineering, Computer Science, or Business or a similar field, MS preferred• At least 8-10 years of experience in IT project or program management, specifically supporting federal government contracts.• Proven experience managing Agile software development or IT operations teams utilizing Kanban or Scrum methodologies.• Active Project Management Professional (PMP) certification.• Demonstrated ability to manage project budgets, schedules, and complex deliverable matrices.• Outstanding communications skills—both written and oral—with the ability to deliver executive-level presentations and technical design reviews.• Ability to work in a collaborative environment, overcome team impediments, and manage diverse technical personnel (e.g., engineers, security specialists, technical writers).• Ability to understand, speak, read, and write the English language.• Prior experience supporting U.S. Customs and Border Protection (CBP) or Department of Homeland Security (DHS) enterprise IT programs is preferred.• Certified ScrumMaster (CSM) or equivalent Agile certification is preferred.

SECURITY CLEARANCE REQUIREMENTS: Candidates must hold a current and favorably adjudicated CBP suitability background investigation.
