Project Manager - Site Development / Public Works
Jacksonville, FL | Full-Time | Salaried

We are seeking an experienced Project Manager to join our Jacksonville team and lead site development and public works projects from planning through closeout. This role is ideal for a driven, entrepreneurial-minded construction leader who thrives on ownership, accountability, and delivering exceptional results.

What You'll DoProject Leadership
  • Lead all phases of project delivery, including planning, execution, tracking, and closeout.
  • Maintain ownership of project scope, schedules, budgets, forecasting, and overall performance.
  • Coordinate closely with field leadership to ensure efficient operations, production flow, and resource planning.
  • Ensure projects are completed safely, on schedule, within budget, and according to quality standards.
  • Prepare, monitor, and manage project documentation, including submittals, RFIs, change orders, billing, and closeout documents.
Team Leadership
  • Lead, coach, and develop Superintendents, Project Engineers, Foremen, and field teams.
  • Establish clear expectations and promote accountability across the project team.
  • Foster a culture of communication, collaboration, and continuous improvement.
  • Coordinate with Estimating, Operations, Accounting, and Executive Leadership to support project success.
Financial & Risk Management
  • Maintain full profit-and-loss responsibility for assigned projects.
  • Develop and manage project budgets, forecasts, cash flow, and profitability.
  • Monitor labor, materials, equipment, subcontractors, and production performance.
  • Identify risks early, implement corrective actions, and proactively resolve issues.
  • Protect company interests through accurate documentation, timely communication, and disciplined project controls.
Client & Partner Engagement
  • Represent Petticoat-Schmitt with integrity and professionalism.
  • Build and maintain strong relationships with clients, engineers, inspectors, vendors, and subcontractors.
  • Communicate clearly and proactively with project stakeholders.
  • Support client satisfaction, successful project outcomes, and repeat business.
What We're Looking ForExperience & Qualifications
  • Minimum 4 years of project management experience in heavy civil construction.
  • Direct experience with site development, underground utilities, roadway, or public works projects.
  • Proven success managing self-performed civil construction, including labor, materials, equipment, and financial performance.
  • Strong financial acumen with experience forecasting, budgeting, cost control, and managing project profitability.
  • Bachelor's degree in Construction Management, Civil Engineering, or a related field preferred.
Technical & Professional Skills
  • Strong understanding of heavy civil construction methods, sequencing, production, and project controls.
  • Experience with project management software such as Primavera P6, Bluebeam, HCSS, Procore, Prolog, or similar platforms.
  • Proficiency with Microsoft Office applications, including Excel, Word, and Teams.
  • Strong leadership, communication, negotiation, critical-thinking, and problem-solving skills.
  • Ability to coach, mentor, and develop team members.
  • High level of organization, accountability, urgency, and attention to detail.
  • Confident, professional, and proactive communication style.
