Full Job Description
The Opportunity:

Tetra Tech is seeking an experienced Project Manager to serve as a key partner to the Program Manager in supporting day-to-day program operations in Puerto Rico. The Project Manager will help coordinate staff, track priorities and deliverables, support stakeholder communication, and assist with program planning, reporting, compliance, and issue resolution. This role is well suited for a highly organized professional with experience in federally funded, disaster recovery, infrastructure, or construction programs who thrives in a collaborative environment and can help ensure smooth and effective program execution.

Position Summary:

The Project Manager will serve as the Deputy of the Program Manager and supervise and coordinate day-to-day operations with the Program Staff.

Essential Job Functions:

  • Maintain a complete understanding of all applicable federal, state, local, and CDBG-MIT Program policies, requirements, and procedures to support the Program Manager in ensuring regulatory and statutory compliance across program activities.
  • Serve as the Program Manager's deputy and secondary point of contact between PRDOH, Applicants, internal teams, and other stakeholders, ensuring timely coordination, follow-up, and issue escalation.
  • Assist the Program Manager in formulating, organizing, coordinating, and monitoring overall project and program performance.
  • Support the Program Manager in evaluating strategies and objectives; coordinating cross-project activities; tracking deadlines, budgets, and deliverables; and implementing change, risk, and resource management activities.
  • Assist the Program Manager in overseeing program performance and staff coordination; monitoring progress against established goals; supporting issue resolution; preparing and reviewing reports for PRDOH; and maintaining awareness of applicable Program policies, requirements, and procedures.
  • Coordinate and support the review of budget proposals, proposed changes, and significant program adjustments in conjunction with the Program Manager, program participants, and PRDOH.
  • Assist the Program Manager in monitoring adherence to timelines, contractual requirements, implementation lifecycle milestones, reliability standards, and cost-reasonableness requirements under the CDBG-DR and CDBG-MIT Programs.
  • Support the Program Manager in the decision-making process related to renewable energy source integration required by Puerto Rico's current laws and regulations.
  • Analyze, summarize, and report program data to support the Program Manager's decisions regarding project management, quality, controls, and overall program performance.
  • Identify, apply, and evaluate schedule, cost, quality, and risk control techniques to assist the Program Manager with monitoring, managing, and reporting program costs and performance.
  • Maintain open lines of communication with relevant decision makers and stakeholders on behalf of, and in coordination with, the Program Manager to keep all parties informed of regulatory changes, program updates, and project impacts.
  • Be available on-call and attend program status, coordination, and progress meetings as needed to support the Program Manager and ensure continuity of program operations.
  • Perform additional duties as assigned by the Program Manager in support of program delivery, stakeholder coordination, compliance, reporting, and operational continuity.

Required Qualifications:
  • Must have a bachelor's degree from an accredited institution, preferably in Engineering, Architecture, Construction Management, Project Management, Public Administration, Business Administration, or a related field; advanced degree or professional certification is preferred.
  • Must have at least five (5) years of progressively responsible experience supporting, coordinating, or managing federally funded programs, disaster recovery programs, infrastructure programs, construction programs, or a closely related field.
  • Demonstrated ability to act as a dependable resource to program leadership, exercise sound judgment, maintain confidentiality, anticipate operational needs, and follow through on assignments with limited direction.
  • Ability to work effectively in a collaborative, low-ego environment with client, Applicants, internal teams, consultants, contractors, and other stakeholders.
  • Strong time management, organization, documentation, and follow-up skills, with the ability to coordinate multiple priorities, deadlines, deliverables, meetings, and action items across overlapping program activities.
  • Knowledge of program controls, schedule tracking, budget coordination, risk management, quality assurance, compliance monitoring, and reporting practices for federally funded or public-sector programs is preferred.
  • Written and verbal proficiency in Spanish and English, with the ability to prepare clear communications, meeting notes, reports, summaries, and stakeholder updates.
  • Must possess a valid driver's license with a clean driving record and be able to travel to program-related meetings, offices, and project locations as required.

Preferred Qualifications:
  • Project management experience in construction, engineering, infrastructure, power generation, renewable energy, or disaster recovery projects is preferred.
  • Experience supporting a Program Manager or senior program leadership in program planning, implementation, coordination, reporting, stakeholder management, issue escalation, and operational follow-through is strongly preferred.

Physical Requirements:

All candidates must be in Puerto Rico to be considered for the position.

Work Environment / Environmental Factors:

This is a hybrid position requiring regular in-office collaboration at our San Juan/Guaynabo or Orocovis, Puerto Rico office. Employees are expected to work onsite at least 2 days per week, with remote work available on the remaining days based on operational needs

Compensation:

The salary range for this position is $85,000 - $100,000 (depending on experience). The base salary range represents the low and high end of the compensation scale for this role. Actual salaries will be determined based on location, experience, responsibilities, and qualifications.

  • Work Schedule: Monday-Friday, 8AM-5PM (no expected overtime)
  • Travel Requirements: 10%-20% (for supervision/coordination activities)
