--- Project Description ---
Lead and manage significant cross-functional information technology projects, with a
focus on driving system transformation from legacy IBM Lotus Notes/HCL Domino to
modern enterprise solutions (e.g., Salesforce, MS Dynamics). This role encompasses the
full project lifecycle, requiring business analysis requirements definition, technical
evaluation, and a foundational development The Project Manager will collaborate closely
with stakeholders and technical teams to ensure successful project delivery and strategic
system modernization.

--- Day-to-Day Tasks ---
1. • Identify, schedule, and manage project deliverables, milestones, and required tasks.
2. • Support and coordinate complex business requirements deliveries, business process
reengineering and organizational change activities.
3. • Support and coordinate activities of project resources to ensure project progresses on
schedule and within budget.
4. • Track project-related costs and expenditures.
5. • Facilitate large project governance and executive status meetings, project team status
meetings, scrums and recurring agile meetings by defining agendas and running
meetings effectively.
6. • Aggregate status updates from project team members, track schedules, and manage
risks and issues as required.
7. • Prepare executive project status reports and keep the team, management and all
stakeholders informed of project status and related issues, resolving and escalating as
necessary.
8. • Manage scope and the project change request process (PCR), coordinating decision
process of scope and budgetary impact of changes from original specifications.
9. - Work closely with the project's business functional areas involving DPS executive and
business teams, Sector Leadership and technical teams to develop and manage the
project scope and other project management plans (PMP), approach, resource
requirements and- allocation, schedule, deliverables, and funding, with a specific focus
on system transformation projects (migrating from IBM Lotus Notes/HCL Domino to
platforms like Salesforce or MS Dynamics).
10. - Provide guidance and direction to the Portfolio project teams on day-to-day project
tasks, ensuring alignment with system modernization goals.
11. - Develop formal project plans specifying goals, strategy, dependencies, scheduling,
identifying risks, contingency plans, and allocation of available resources, tailored for
complex system migration and implementation projects.
12. - Follow the standards and procedures for project reporting and documentation for all
projects being managed, including detailed tracking of transformation progress and
challenges.
13. - Use recognized business analysis methodologies to elicit requirements from business
users for the project, performing in-depth analysis of current state legacy systems and
future state needs for new platforms.
14. -Facilitate and guide requirements sessions with IT and DPS business staff.
Communicate efficiently the business process requirements to IT staff, program staff and
stakeholder, ensuring clear articulation of needs for system transformation.
15. - Develop and document Business Requirements for the project using defined ITS
template and standards. Develop, analyze and revise system diagrams (flowcharts, state
diagrams, strategy maps, etc.) as needed on the project, including mapping legacy data
structures and designing target state architectures.
16. - Conduct technical evaluations of proposed solutions, platforms, and vendor offerings to
support system transformation decisions.
17. • Track and maintain project and technical documentation.
18. • Manage and maintain project information in ServiceNow IT Service Management (ITSM)
system, ITS/PMSS system of record for all services.
19. • Follow established Secure System Development Life Cycle (SSDLC).

--- Required Qualifications ---
• 24 months of experience in managing and leading complex IT projects for US
Government agencies, specifically including the transformation of legacy IBM
Lotus Notes/HCL Domino to modern platforms (e.g., Salesforce, MS
Dynamics, or similar enterprise solutions). This experience should
encompass all phases of system migration, including planning, data
migration, integration, testing, user training, and post-implementation
support.
• 84 months experience developing, writing, and managing detailed Scope
Documents, reviewing project deliverables, and managing the deliverables
acceptance process. This includes eliciting, documenting, and validating
business requirements using recognized methodologies, facilitating
requirements gathering sessions with diverse stakeholders, and translating
business needs into functional and technical specifications.
• 84 months of experience conducting technical evaluations of software
solutions, platforms, and vendor proposals. This includes assessing technical
feasibility, scalability, security, and alignment with organizational IT strategy,
and providing well-reasoned recommendations to stakeholders.
• Project Management Professional (PMP) Certification
• 24 months of experience in software development. This experience should
include participation in the full Software Development Life Cycle (SDLC), from
design and coding to testing and deployment.
• 84 months experience developing and executing project plans including
management of Charter, Scope, Schedule, Cost, Quality, Communication,
Change, Risk, Issue, Resource management plans, and managing the plans
throughout the project management lifecycle from initiation through closeout.
• 84 months of experience in developing and managing formal project
schedules in a project tracking tool, such as Microsoft Project, including
tracking progress and variances against baselines utilizing both Waterfall,
Agile and Hybrid methodologies; using standard PM techniques (e.g., scrum
sessions) to update project schedule; and presenting schedule/status
updates to both ITS and client agency's leaderships.
• Masters in Computer, Business Management, Math or Engineering Field.
