Full Job Description
J. Fletcher Creamer & Son, Inc. is currently looking for a Construction Project Manager with experience in utility (water, sewer, pipe, fiber, conduit, manhole) projects or similar projects. This position is based out of our Beltsville, MD office, supervising projects that may range from Baltimore to D.C., to northern Virginia.

Essential Function:

  • Administrates construction projects. Reviews bid documents, plans, specifications.
  • Reviews contractual requirements with project team, develops a plan for the construction, and directs the activities of superintendents, project engineers and clerical staff for proper execution of the work.
  • Prepares or directs the preparation of buyout plans and material requisitions, once reviewed, issues to the purchasing department.
  • Prepares or directs the preparation of subcontractor requisitions. Secures pricing from subcontractors, negotiates scope and pricing. Depending upon approval level completed requisitions are sent to either the contracts department for processing or the business manager for approval.
  • Prepares, with project team, and updates project schedules using company approved software. tracks actual to scheduled completion and adjusts project resources and methods as required. Reports changes in scheduled completion to clients and supervision.
  • Identifies changed site conditions or issues beyond the contract scope. Prepares change order requests.
  • Complete projects on time and within budget. Attends client meetings and calls in house preconstruction and job progress meetings. Keeps project team advised of changes in the work plans, execution, and schedule by utilizing effective verbal and written communication skills. Prepares and transmits project status reporting to supervision.
  • Ensures compliance with all contract reporting requirements such as report cards, certified payrolls, MBE, WBE, etc.
  • Assesses resource requirements and delegates responsibilities to project team as required
  • Promote and participate in the company safety programs and procedures.
  • Performs closeout or assigned projects.
  • Continually provides input to the estimating group during project bid phase and field investigations as required.
  • Tracks and analyzes project costs continually for compliance with budget and profitability goals. Utilizes standard cost codes from original budget prepared by the estimating department and tracks actual cost versus budget by activity and cost code.
  • Revises budget as required.
  • Performs cost analysis runs cost reports from company computer systems.
  • Review's budget and project profitability status and goals with supervision and project team. Seeks input on corrective measures to control or reduce costs and increase profitability period implements these measures.
  • Develops staff in all areas necessary to perform best in class results.
  • Develop and maintain professional relationships with clients, and other customers.
  • Seeks input and feedback from both external and internal customers.
  • Communicates issues to customers openly and honestly. Demonstrates integrity in business dealings and credible behaviors.
  • Seeks out opportunities for new and repeat business from clients through client base and client network.
  • Aware of billing, collection status of the project invoices always.
  • Prepares project billing and transmits to accounts receivable department for invoicing
  • Adheres to the contract billing schedule. Submits all billing in a timely fashion with the frequency allowed by the contract's requirements.
  • Obtains input from accounts receivable and the computer system regarding payment status. Follows up with client regarding outstanding issues that need to be resolved before payment is issued.
  • Consult with Superintendent and the service center on equipment needs and selections.
  • Research new equipment and reviews suitability for assigned projects. Assists Superintendent with equipment process.
  • Keeps abreast of new and changing technologies through interactions with the service center.
  • Tracks equipment through use of timesheets and spreadsheets, ensures that equipment reporting is being done accurately and timely.
  • Seeks input and feedback from the service center on the quality of equipment reporting for all projects.
  • Continually reviews performance of superintendents, senior project engineers, project engineers, administrative staff, and foreman. Makes recommendations to superiors regarding their performance.
  • Acts as a resource for superintendents and foremen and develops solutions to project construction issues.
  • Attends meetings with clients as required. Prepares and keeps projects documentation.
  • Prepares, reviews client submittals, vendor invoices, and other miscellaneous items.
  • Develops subordinates through training and mentoring.
  • Assists and is consulted by superiors on selection of project team

Minimum Qualifications and Required Skill:

  • Bachelor's degree in Construction Management, Civil Engineering, or related field preferred; equivalent combination of education and heavy civil construction experience considered.
  • Minimum 5-7 years of construction experience, including at least 3 years in a project management, project engineering, or comparable leadership role.
  • Experience managing heavy civil/infrastructure work such as utility, water/wastewater, roadway, site, concrete, excavation, or public works projects.
  • Proven ability to manage project safety, budgets, cost forecasting, schedules, subcontractors, procurement, change orders, billing, and closeout.
  • Strong knowledge of construction plans, specifications, contracts, project documentation, civil construction methods, and applicable safety and regulatory requirements.
  • Strong leadership, communication, organization, problem-solving, and client-management skills; proficiency with Microsoft Office and construction/project-management software required.
