The Opportunity:

The Enterprise Communications Services 3 (ECS3) program supports our Intelligence Community customer across its many operating locations. Our focus is to help the organization technically transform its current services through leading-edge technology insertions. To accomplish this, we develop new designs, support implementation, and operate new and enhanced services. Over the life of the contract, ECS3 drives continual service improvement and technology modernization across Local Area Networks (LAN), Unified Communications (UC), video telecommunications, and streaming services

CACI has an excellent opportunity for an experienced Project Manager supporting the ECS3 Integration Engineering Team and Project Management pool. The successful candidate will manage and coordinate technical projects with an emphasis on acquisition planning, material procurement, logistics and supply chain, financial management, and contract execution.

The candidate will work closely with customers, engineers, procurement, contracts, finance, and other stakeholders to develop and validate technical requirements prior to sourcing and acquisition. This includes supporting the preparation of Contracting Officer (KO) packages, sourcing events, Bills of Material (BOMs), and other acquisition documentation to ensure requirements are complete, current, supportable, and aligned with approved product and technology standards.

Responsibilities:

  • Assist with the management and execution of ECS3 projects, ensuring customer requirements, schedules, costs, and deliverables are effectively coordinated.
  • Develop, coordinate, and track KO packages, sourcing events, procurement actions, and supporting technical and acquisition documentation.
  • Work with customers and engineering teams to collect, refine, and validate technical requirements and BOMs prior to bidding and procurement, ensuring equipment is current, approved, supportable, and properly sourced.
  • Coordinate significant technical material and professional services acquisitions from requirements development through sourcing, procurement, delivery, and project implementation.
  • Apply working knowledge of FAR, DFARS, secure supply-chain requirements, sourcing restrictions, and other acquisition controls applicable to Government and national security environments.
    Coordinate with engineering, procurement, contracts, finance, logistics, vendors, and Government stakeholders to resolve acquisition, delivery, funding, and project execution issues
  • Support project financial and contract management, including budgeting, funding validation, cost tracking, forecasting, CLIN management, and reconciliation.
  • Manage project schedules, risks, requirements, and performance while identifying opportunities for process improvement, cost savings, and efficient contract execution.
  • Utilize strong communication skills to coordinate technical resources, report project status, risks, and issues, and develop or review technical and project documentation.

Qualifications:

Required:

  • IAT Level II
  • Active TS/SCI with CI poly clearance OR TS/SCI clearance with the ability to obtain a CI poly prior to starting.
  • 10+ Years of relevant work experience (Bachelors Degree may be substituted for 4 years of relevant work experience)
  • Technical background in IT with demonstrated project management experience.
  • Experience supporting technical requirements, procurement, logistics, supply chain, or material acquisition activities.
  • Working knowledge of FAR/DFARS, Government acquisition processes, and secure supply-chain or sourcing requirements.
    Familiarity with financial accounting, program financial management, and Government contract management.
  • Ability to work independently with limited supervision and coordinate effectively across technical, business, and Government stakeholders.
    Strong written and verbal communication, organizational, and analytical skills.
