Position Description
Advertised Job Summary Project Manager will be directly responsible for overseeing the design and execution of major capital construction and renovation projects, including overall monitoring of contract administration. Responsible to lead and mentor less experienced project managers through the planning, design, bidding, construction, and close out phases of project execution.
Job Related Minimum Required Education and Experience - Requires a bachelor's degree in a job related field and 4 or more years of job related experience, which may be substituted by an equivalent combination of job related certification, training, education, and/or experience.
Required Certification, Licensure/Other Credentials - Driver's license required.
Preferred Qualifications - Master's degree in architecture, construction management, engineering or related field from an accredited college or university, and 6 years demonstrated project management experience with the design, construction and management of major construction building projects; or bachelor's degree in architecture, construction management, engineering, or related field from an accredited college or university, and 8 years demonstrated project management experience with the design, construction and management of major construction building projects.
- Demonstrated experience successfully leading, mentoring and developing less experienced team members with varying backgrounds, skill sets and competencies.
- Professional licensure as an engineer or architect or the ability to obtain professional certification as a construction manager or professional project manager in the State of South Carolina is preferred but not required
Knowledge/Skills/Abilities - Comprehensive knowledge of modern architecture, design engineering, facility construction and maintenance, as well as applicable codes, laws, regulations, and industry standards governing the construction and modification of facilities.
- Knowledge of effective project management principles and contractual responsibilities, processes, and procedures governed by AIA architectural agreements (Series A, B, and C).
- Demonstrated ability to interpret and apply regulations, plans, specifications, and technical documents; perform technical reviews; manage and prioritize complex workloads under tight deadlines; oversee architects, engineers, and construction managers; make sound decisions with limited information; resolve problems and communicate outcomes effectively.
- Skilled in preparing reports, delivering presentations, utilizing technology, building collaborative teams, engaging stakeholders, and establishing positive working relationships with clients, consultants, government agencies, professional organizations, and personnel at all levels.
- Strong written and verbal communication skills, sound judgment, and demonstrated competence in leadership, problem-solving, and team development.
Job Duties
Job Duty - Executes development and coordination of major and/or complex capital outlay projects through the planning and design phases in compliance with the state Consolidated Procurement Code.
- Meeting with campus clients including faculty, deans, high-level administration staff, facilities leadership, architects and engineers determining project scope and duration.
- Manage designer selection process by soliciting, evaluating and submitting design contracts to procurement for execution
- Implement the initial project budget and oversee its development throughout the design process

Job Duty - Ensures that the QA/QC process at SD and CD stages has been performed and that drawings meet operational needs, codes and University standards before projects go to bid.
- Monitor the State procurement process, ensuring efficient processing and award of contracts.
- Oversee value engineering if required
- Represent USC at Pre-Bid meetings, attend bid openings and assist with bid evaluations and negotiations.

Job Duty - Monitors and controls contractual commitments to assure performance of work, including but not limited to: compliance with drawings and specifications and performance of contract administration.
- Review inspection reports to ensure compliance with building codes.
- Attend weekly OAC meetings as the Owner's representative.
- Negotiate and process change orders.
- Review and approve monthly pay applications

Job Duty - Monitors and controls contractual commitments to assure performance of work during the completion and close-out phase of construction ensuring customer deliverables are received.
- Ensure project scope of work has been completed per drawings & specifications.
- Oversee completion of punch list.
- Manage the financial closeout of the project.

Job Duty - Maintains knowledge of & implements University & industry requirements, State procurement law, Office of the State Engineer regulations and applicable building codes.
- Provides assistance to the Assistant Director of Planning, Design & Construction, the Director, the University Architect, Senior Project Managers and/or the Manager of Construction Planning.
- Help develop and improve office policies, procedures and design standards.
