DescriptionThe Department of Transportation and Public Works is seeking a Project Manager IV - Planning & Programming Engineer to perform advanced professional engineering work, including supervising staff in complex professional engineering assignments.
The typical starting salary range will be $76,252 - $91,499 annually depending on the candidate's qualifications and experience as well as budgetary considerations. Examples of Duties Essential Function ExamplesManage the Long-Range Planning group. Currently a staff of three that report to this position. The group is primarily responsible for asset management, maintaining standards and other online publications/policies. And tracking grant opportunities to supplement budget.
Manage consultant led and in-house studies that shape the future of the County's transportation network
Assist the Short-Range Planning group in creating improvement programs to maintain acceptable average condition of existing assets and program enhancements as budget allows.
Represent the County in various public settings from specific project public involvement to sitting on boards to collaborate with peer agencies for the betterment of transportation in the region.
Manage and develop direct reports' skills through proper levels of communication, delegation, quality assurance of work output, recognition, and discipline.
Marginal Function ExamplesPerform fieldwork as required for compliance with design plans, standards, codes and regulations and determine appropriate action for revisions, if necessary.
Prepare reports of work in progress.
Meet with staff or other assigned professionals to discuss project status.
Perform other duties as required or assigned.
Minimum Qualifications Registration as a Registered Professional Engineer or Architect by the Missouri Board of Engineers, Architects and Land Surveyors and five years of related experience.
Possession of a valid Drivers License.
Additional InformationSELECTION AND APPOINTMENT: A selection committee will evaluate the qualifications of each applicant which will include recentness and appropriateness of the applicant's education and experience, answers to the supplemental questions, results of employment references investigated and any other appropriate information available. The selection committee will admit to the interview only those persons who possess the most job related qualifications and may establish admittance criteria beyond the minimum qualifications stated above.
Responses provided to the interview questions listed under the Supplemental Question heading of this posting will comprise 100% of the applicant's earned grade. A candidate must earn a qualifying grade of 70 or more on the interview to be eligible for appointment. Once questions are scored, an email will be sent to the address on file with instructions on how to complete and submit a Conviction Questionnaire. Candidates have 3 days to complete the required questionnaire.
The five top ranking candidates, based on the final grade, will be certified to the Department Director/Appointing Authority who will make the final decision.
All applicants conditionally offered a merit position will be required to submit to urinalysis to screen for illegal drug use prior to appointment. Screening will be performed by a reputable clinical laboratory. The cost of screening will be covered by the County.
