This position serves as Project Manager performing complex professional and advisory functions for the Department of Innovation & Technology (DoIT) supporting the Office of the State Fire Marshal (OSFM). In this role you will lead complex IT projects by guiding initiatives through governance, managing business requirements, and ensuring alignment with agency and organizational objectives, while driving execution through SDLC and Agile practices and producing clear, actionable technical documentation for stakeholders and leadership. Additionally, you will manage vendors, support contract oversight, lead business process transformation, and collaborate across multiple agencies to ensure systems, deliverables, and performance metrics meet quality, security, and compliance standards.
Essential Functions- Under administrative direction, serves as the Project Manager for the Department of Innovation & Technology (DoIT) supporting the Office of the State Fire Marshal (OSFM) performing complex professional and advisory functions in project management.
- Performs complex professional advisory functions in the research, requirements analysis, design, testing, implementation, and documentation of complex information systems to fulfill requirements of DoIT and agency initiatives.
- Provides state contract and vendor management support on assigned projects to enforce adherence to project scope, budget, timeline, quality, and deliverables.
- Applies, evaluates, and interprets standardized policies and procedures as identified by the Department and EPMO management to ensure consistency and compliance across project activities.
- Keeps abreast of new developments in the Telecommunications field by continuing education through online training platforms, meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
- Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications- Requires knowledge, skill and mental development equivalent to four (4) years of college with course work in computer science or directly related fields.
- Requires three (3) years of professional experience in Application Services or a related Information Technology field.
Specialized Skills- Requires three (3) years of professional experience developing, monitoring, and maintaining operational performance metrics in a program management office (PMO) or similarly structured environment, ensuring alignment with organizational goals and performance expectations.
- Requires three (3) years of professional experience gathering, validating, and documenting business requirements, facilitating process analysis, and documenting functional and technical specifications using tools including Azure Devops, Microsoft (MS) Project, SharePoint, PowerPoint, Excel, Word, and Visio software applications.
- Requires three (3) years of professional experience applying project management disciplines including scope, schedule, cost, quality, risk, and resource management to ensure successful IT project execution.
- Requires three (3) years of professional experience coordinating or managing large complex technical projects utilizing Agile frameworks, including sprint planning, backlog grooming, iterative solution delivery, and user story creation.
Preferred Qualifications (In Order of Significance)- Three (3) years of professional experience developing, monitoring, and maintaining operational performance metrics in a program management office (PMO) or similarly structured environment, ensuring alignment with organizational goals and performance expectations.
- Three (3) years of professional experience gathering, validating, and documenting business requirements, facilitating process analysis, and documenting functional and technical specifications using tools including Azure Devops, Microsoft (MS) Project, SharePoint, PowerPoint, Excel, Word, and Visio software applications.
- Three (3) years of professional experience applying project management disciplines including scope, schedule, cost, quality, risk, and resource management to ensure successful IT project execution.
- Three (3) years of professional experience coordinating or managing large complex technical projects utilizing Agile frameworks, including sprint planning, backlog grooming, iterative solution delivery, and user story creation.
- Three (3) years of professional experience performing or supporting system development life cycle (SDLC) activities, including requirements traceability, design documentation, test planning, user acceptance testing, training coordination, and implementation support.
- Three (3) years of professional experience conducting technical research, evaluating solution alternatives, performing feasibility studies, and supporting the redesign or optimization of complex information systems and business processes.
- Ability to produce comprehensive technical and functional documentation, including requirements specifications, design artifacts, process flow diagrams, status reports, dashboards, manuals, user guides, and release notes for diverse audiences.
- Ability to supervise, mentor, and direct IT staff by delegating tasks, monitoring performance, resolving issues, and fostering collaborative, cross-functional teamwork across multiple agencies and stakeholder groups.
- Extensive knowledge of management and contract oversight practices, including tracking deliverables, monitoring work orders and change orders, reviewing invoices, and ensuring compliance with scope, timeline, quality, and budget requirements.
- Developed communication and interpersonal skills with the ability to translate complex technical concepts into clear, actionable information and build productive working relationships with leadership, stakeholders, clients, and vendors.
