Position Summary

Flexible Hybrid Work Schedule!

Project Manager III – Capital Projects

Provide engineering leadership for a portfolio of small to mid-capital projects (typically under $20MM TIC each) “onsite” at a Deer Park Refinery. This role is accountable for ensuring safe project execution and successful delivery of projects that solve operational challenges or capture business opportunities while meeting cost, schedule, and performance objectives.

Responsibilities
  • Work independently with minimal supervision.
  • Collaborate with internal and external stakeholders to ensure project objectives are achieved on time and within budget.
  • Coordinate with engineering disciplines, designers, and support personnel to deliver project expectations.
  • Conduct occasional field visits and site walk-downs to support project development and execution.
  • Ensure proper engineering, design, and project execution practices are followed throughout the project lifecycle.
  • Develop project scopes, cost estimates, and support documentation.
  • Use logic-based scheduling concepts to work with the dedicated Scheduler (Primavera P6 managed by others) to sequence activities, validate critical paths, and understand schedule impacts.
  • Participate in project reviews and root-cause evaluations related to safety, quality, cost, or schedule issues and ensure lessons learned are incorporated into future projects.
  • Promote consistent use of TCE project procedures, templates, and digital systems to improve execution efficiency and quality.
  • Lead the safe execution of capital projects through all project phases, including Identification & Assessment, Select, Definition, Detailed Design, and Procurement.
  • Serve as a primary point of contact with the client, lead meetings, reviews, and structured communication updates.
  • Simultaneously manage multiple projects with competing priorities across a varying number of client project engineers.
  • Manage projects under EPCM, Time & Materials (T&M)
  • Provide leadership, direction, feedback, and mentoring team members and discipline leads.
Qualifications
  • Minimum of 15 years of refinery or petrochemical plant project management experience.
  • Minimum of 15 years of project engineering experience.
  • Strong working knowledge of refinery and chemical processes, process equipment, and project execution methodologies.
  • Excellent communication and interpersonal skills with project teams, clients, contractors, and management.
  • Demonstrated ability to build and maintain strong client relationships.
  • Proven track record of successfully delivering capital projects in a petrochemical environment.
  • Utilize Navisworks, Autodesk Construction Cloud (ACC), SharePoint, Teams, and other collaboration tools to manage workflows and coordinate design deliverables.
Education Requirements
  • Bachelor's degree in Engineering from an ABET-accredited institution required.
  • Fifteen (15) years of project management experience, including at least five (5) years in a Project Manager III role or equivalent.
  • Professional Engineer (PE) license preferred but not required.
  • PMP or similar project management certification is a plus.
  • In exceptional cases, 15+ years of relevant experience may be considered in lieu of an engineering degree with approval from the Director of Engineering.
