Summary:
The Project Manager II serves as a Junior Program Officer in the Office of Sports Diplomacy in the Bureau of Educational and Cultural Affairs. The Office manages five sports-based exchange programs and oversees the day-to-day operations of the Coordinator for International Athletics, a role leading cross-functional engagement around international athletics. The purpose of this position is to assist the Office Director and staff in coordination and implementation of a wide variety of projects in support of the office’s sports exchange programs: conducting research; performing statistical analysis; drafting reports, proposals, and other communications; providing administrative support; and helping to ensure the effective and efficient operation of the office’s exchange programs.
Responsibilities
Essential Job Functions:
- Performs a wide variety of duties necessary to assist planning and implementing exchange programs (including programs related to alumni of ECA exchange programs) in coordination with regional bureaus, other bureau offices, program agencies, and posts.
- Performs relevant administrative planning and implementation for task/project completion and provide support for major organizational analysis, design and implementation projects.
- Maintains a close and highly responsive relationship with the office's day-to-day activities.
- Prioritizes project plans and deliverables as agreed upon between the staff contractor and ECA COR and Office/Division supervisor (or Office Director or Deputy Director).
- Works directly with the Office Director and staff to support the exchange of students and scholars on all programs managed by the office. This may include assisting with the implementation of orientations and other enrichment activities.
- Works directly with the Office Director and other staff in gathering, organizing, recording and tabulating data on the projects and programs conducted through the Office of Sports Diplomacy;
- Drafts, formats, and produces correspondence and reports, including factsheets and other informational tools, based on exchange and budgetary data. Maintains files and information systems.
- Assist in the monitoring, coordination, and implementation of sports grant/cooperative agreements and sports-based exchanges.
- Work alongside a senior officer to assure that grant-approved activities are conducted as planned and on schedule and that any changes in timing and types of activities or participant numbers are acceptable to and approved by the Office.
- Develop and maintain strong relationships with key stakeholders, providing regular updates on program status, risks, and issues.
- Providing overall execution of the exchange program, ensuring alignment with the project’s goals Administration priorities.
- Manage program resources, including personnel, budget, and materials, to ensure successful delivery of program(s).
- Draft paper for Office and Bureau leadership, as required.
Qualifications
Necessary Skills and Knowledge:
- Have an in-depth knowledge of project management
- The ability to manage projects, to interact effectively with other in a broad range of functional and technical backgrounds and handle pressures in a deadline-driven environment.
- Must be an analytical thinker who can plan and evaluate, identify solutions, and collaborate and communicate with others effectively.
Minimum Qualifications:
- Minimum of a bachelor's degree in international relations, public administration, nonprofit management, or a related field.
- At least 3 years of experience in program management, with a demonstrated track record of managing large-scale, complex programs.
Preferred Qualifications:
- Previous experience working with U.S. government grants and exchange programs is preferred.
Pay and Benefits
The annual salary range for this position is $110,000 to $120,000.
