Job Summary

The function of the Project Manager is to support the Program Manager and other Project Managers in planning and execution of the Netherlands New Development program elements. This position is responsible for monitoring, managing, and coordinating cross-functional projects by sharing information and resolving problems to meet objectives. This role is expected to create plans, schedules, and budgets to ensure project(s) are completed on time and within budget. The Project Manager will also help develop proposals to support the program.

DUTIES & RESPONSIBILITIES:
  • Support the Program Manager on projects and contract proposals requested by the customer.
  • Coordinate the movement of testing hardware used during development and ensure development logistics are properly managed.
  • Collaborate and assist with development of project plans and manage resources to ensure project or proposal cost, schedule, and performance (quality) are achieved to meet commitments.
  • Develop and deliver progress reports, requirements documentation, and present results to the project management team and/or management.
  • Interact with internal and external stakeholders at various levels concerning projects.
  • Working closely with the logistics team to ensure additional spares orders remain on schedule and within budget.
  • Provide support to the Program Manager on ad hoc assignments, including preparing forecast memos, at-risk memos, quarterly program review, and other special projects for leadership.
  • Manage labor reviews and charging for the LOT 2 contract, analyze the program's financial performance, and establish a monthly review cadence to control program costs and mitigate potential cost overruns.
  • Administer and execute policies, processes, and procedures that impact the assigned project.
  • Ensure compliance with environmental and other regulations.
  • Identify and assess project issues and develop recommendations for solutions to meet program commitments and customer objectives.
  • Maintain confidentiality of sensitive information.
  • Assist a retrofit effort of existing UAS systems and hardware. Ensure mod kits are completed, DD250'd, and packaged for shipment to customer location.
  • Ensure all support equipment and consumables required for retrofits are obtained and shipped to customer location.
  • Assist the development of new aircraft software through SIL, ground test, and flight test.
  • Work with functional groups to develop scope and schedules.
  • Identify resources and equipment requirements.
  • Manage the IMS and work to mitigate schedule risks.
  • Coordinate test activities for SIL/HILL, Ground, and Flight with the test personnel. Track and manage costs and report status to program team.
  • Assist the development and integration of new payloads into the aircraft configuration.
  • Ensure work is accomplished in a safe manner in accordance with established operating procedures and practices.

Job Qualifications

  • Typically requires a bachelor's in business administration or related discipline and nine or more years of progressively complex experience in the project administration field with at least three of those years in project management. May substitute equivalent experience in lieu of education.
  • Must have a thorough understanding of project management process and procedures, planning and scheduling methods, and budget management as well as the ability to organize, schedule, and coordinate workloads to meet established milestones and budgets.
  • Ability to work independently and as part of a team.
  • Ability to obtain and maintain a DoD Secret Security clearance is required.
  • Desirable Qualifications:
    • Proficient with Microsoft Office Suite such as Word, Excel, PowerPoint, Project, and Visio. Knowledge of statistical techniques and software.
    • Strong leadership skills, independent and unbiased, capable of quickly gaining trust and loyalty and inspiring/coaching others toward achievements, while developing positive and effective working relationships with superiors, subordinates, peers, customers, and others.
    • Strong oral and written communication skills, including the ability to present, influence and collaborate at the leadership level.
