Full Job Description
Red Pulley Technology Solutions is seeking a Health IT Project Manager I to support a federal Health IT modernization initiative for the Department of Homeland Security's Immigration and Customs Enforcement (ICE) Health Services Corps (IHSC). This role performs project-level planning, coordination, scheduling, risk and issue management, performance monitoring, documentation, and stakeholder coordination for assigned IHSC and Health IT projects, developing and maintaining the project-management products necessary to organize, monitor, and deliver assigned work.

Location: Washington, DC Metro Area (Remote), with occasional onsite work required by Government

Clearance: Public Trust - Preliminary and Complete Fitness Determination Required

Employment Type: Full-Time

Status: Contingent Upon Contract Award

Eligibility Requirement: This position supports a U.S. Department of Homeland Security (DHS) contract. Applicants must be a U.S. Citizen or Lawful Permanent Resident (LPR) to be eligible. Candidates who do not meet this requirement will not be considered.

Minimum Qualifications:
  • Bachelor's degree in Business Administration, Information Technology, Project Management, or a related field
  • Minimum 3 years of project management experience in Health IT or federal IT programs
  • Demonstrated experience managing complex IT or Health IT projects through initiation, planning, execution, monitoring, and closeout
  • Proficiency in project planning, scheduling, milestone management, risk and issue management, dependency tracking, and status reporting
  • Project Management Professional (PMP) certification
  • Ability to coordinate multidisciplinary stakeholders and multiple competing priorities
  • Strong facilitation, organization, analytical, written, and oral communication skills
  • U.S. Citizen or Lawful Permanent Resident


Requirements

KeyResponsibilities
  • Develop, maintain, and execute project-management plans, schedules, milestones, work breakdown structures, dependencies, action trackers, and related project-management artifacts
  • Coordinate project activities across applicable clinical, operational, technical, data, cybersecurity, training, and business stakeholders
  • Monitor project progress, milestones, schedule performance, dependencies, risks, issues, and required deliverables
  • Develop and maintain project risk and issue registers and identify mitigation and corrective-action options
  • Track Government-approved mitigation and corrective actions through completion
  • Analyze project schedule and performance variances and develop recovery or corrective-action options
  • Develop and maintain project status reports, dashboards, briefings, meeting documentation, decision logs, and other required project-management work products
  • Track project budget and cost information using Government-provided or authorized data, without committing or reallocating Government funds
  • Coordinate assigned testing, implementation, training, readiness, transition, or deployment activities as applicable to the project
  • Facilitate project meetings and working sessions and maintain decisions, action items, responsibilities, and due dates
  • Maintain project documentation, records, traceability, and required administrative artifacts
  • Compile factual background, data, source material, and draft technical inputs for Government-controlled Congressional, executive, audit, or other official communications (Government officials retain responsibility for approving and issuing official responses)
  • Develop process-improvement and policy-analysis inputs for Government consideration

Preferred Qualifications
  • PMP or comparable project-management certification
  • Experience with healthcare, Health IT, or Federal enterprise IT environments
  • Existing federal security clearance or public trust determination
  • Experience supporting EHR modernization, implementation, or system transition efforts
