Position Summary:

We are seeking a highly motivated and experienced Commercial Construction Project Manager with federal contracting experience - specifically U.S. Army Corps of Engineers (USACE) projects - to oversee and manage all aspects of commercial, industrial, and federal construction projects from preconstruction planning through execution, closeout, and commissioning. The ideal candidate combines deep knowledge of mechanical, electrical, civil, and structural construction disciplines with hands-on experience administering USACE contracts, including the Resident Management System (RMS), the three-phase quality control process, and EM 385-1-1 safety requirements.

This role carries full responsibility for delivering projects on time, within budget, and to the highest quality standards while serving as the primary commercial interface with the USACE Contracting Officer and field representatives. It requires a self-starter with strong leadership skills, proficiency in construction management software, and the ability to coordinate multiple subcontractors, vendors, and project stakeholders in a fast-paced environment.

Key Responsibilities:

Project Planning & Management
  • Analyze project drawings and specifications to become the Subject Matter Expert (SME) on project scope and requirements.
  • Assume full responsibility for the project after award and ensure all required documentation is submitted.
  • Develop and submit the Schedule of Values (SOV), Accident Prevention Plan, Waste Management Plan, and Quality Control Plan.
  • Issue project-specific Terms & Conditions and Purchase Orders (POs) to subcontractors and vendors.
  • Create and maintain detailed project schedules using Microsoft Project or Primavera P6, integrating subcontractor and vendor input.
  • Maintain strict documentation control, including RFI logs, drawing revisions, and subcontractor submittal packages.
  • Work closely with the Superintendent and site teams to provide technical support, maintain open communication, and ensure project progress.
  • Troubleshoot and resolve construction challenges to prevent delays and maintain momentum.

Federal / USACE Contract Administration
  • Serve as the primary contractual interface with the USACE Contracting Officer; route all change orders, modifications, and CO determinations through the appropriate Contracting Division.
  • Coordinate day-to-day construction questions and Requests for Information (RFIs) with the on-site Contracting Officer's Representative (COR) and District PM.
  • Administer the project within the Resident Management System (RMS / RMS CM), managing submittals, RFIs, schedules, and daily reports.
  • Develop, maintain, and update the critical-path project schedule in accordance with the contract schedule specification; analyze progress, identify risks, and direct corrective action.
  • Prepare and negotiate change order proposals and pay applications in compliance with FAR and contract requirements.
  • Support the Contractor Quality Control (CQC) Plan and the three-phase control system (preparatory, initial, follow-up); coordinate special inspections and accredited material testing.
  • Lead and participate in preconstruction, partnering, coordination and mutual understanding, and weekly QC/progress meetings.

Quality Control & Safety
  • Ensure all construction activities meet contract specifications, industry standards, and safety regulations.
  • Promote and enforce a strong safety culture, ensuring compliance with OSHA, EM 385-1-1, and applicable federal regulations.
  • Conduct regular site visits, inspections, and audits to maintain quality control and safety compliance.
  • Identify and mitigate project risks, implementing strategies to prevent cost overruns, schedule delays, and compliance issues.

Project Closeout & Commissioning
  • Develop commissioning packages specific to each project to ensure a seamless handover.
  • Work with superintendents and subcontractors to finalize all punch list items and complete closeout procedures.
  • Submit final payment applications and ensure delivery of all closeout documentation, including as-built/record drawings, warranties, O&M manuals, and facility data deliverables.

Requirements

Minimum Requirement
  • Bachelor's degree in Construction Management, Mechanical Engineering, Civil Engineering, or a related field.
  • Minimum of 5 years of experience in commercial/industrial construction project management.
  • Proven experience managing projects exceeding $500,000, with the ability to handle multiple trades, subcontractors, and vendors.
  • Demonstrated experience administering federal construction contracts, with USACE or NAVFAC experience strongly preferred, including familiarity with RMS/RMS CM and the three-phase control system.
  • Eligible to pass background checks and obtain installation access required for work on a federal military installation.

Technical Skills
  • Proficiency in Microsoft Project and/or Procore, Primavera P6 for scheduling.
  • Advanced proficiency in MS Office Suite (Excel, Word, Outlook, PowerPoint) - extensive use of Excel formulas required.

  • Prior experience with USACE or other federal agency projects, including federal safety protocols and compliance standards.
  • Experience with site/civil, structural steel, masonry, and exterior improvement work.
  • Experience working within an SDVOSB or small-business prime contracting environment.
  • Mechanical project management experience.
