Full Job Description
Job Summary:

Project Managers/Estimators receive daily leadership support from the program manager, and routine project support from a combination of the general foremen and foremen. Provide operational teams with estimating support on projects of small and medium size. Provide reputable, trustworthy, and accurate cost estimates while supporting the preparation of project scope, proposals, schedules, and budgets that follow contractual terms. Actively communicate with the client and internal stakeholders to understand the client's needs; assist in cost impact of scope changes, identification of development opportunities for project technical staff; compliance with purchasing requirements; All while retaining long-term, quality clients for the company through balancing of client's needs with field execution requirements of safe, quality, production.

Duties/Responsibilities:

  • Deliver projects on schedule, within budget, and with the highest level of safety and quality.
  • Properly plan, execute, and close projects.
  • Lead the multi-discipline project team, ensuring that communication is frequent and complete.
  • Ensure that project decisions are made within the broader context of safety adherence and financial stewardship, and the need to meet customer and quality requirements.
  • Provide support for the construction crews with respect to technical requirements and the management of scope, schedule, and resources.
  • Assist the field operations team in the development and improvement of crews.
  • Provide client management, communication, and support.
  • Create estimates, scopes descriptions, project schedules and budgets for small and medium size projects.
  • Assist with and provide guidance to operational stakeholders on change management.
  • Review estimates for compliance with contractual terms.
  • Monitor and manage flow of RFPs, customer inquiries for estimate and estimating department workflow.
  • Prepare declarations of revenue based on awarded projects.
  • Communicate with client on the status of estimate progress, schedule, and budget.
  • Clearly communicate the project requirements, scope, schedule and budget to the project team and supervision of the estimating team's activities and project tasks.

Required Skills/Abilities:

  • Heavybid experience
  • Experience with MS Project or P6
  • Can create budgets for operational teams
  • Attention to detail, mathematical, analytical skills, and accuracy
  • Strong communication skills, oral and written
  • Collaborative
  • Proficient computer skills in Microsoft Office Suite, Project Management software (Viewpoint or similar) and Scheduling software (Primavera or similar)
  • Manage projects with strict customer requirements (schedule, cost, quality), which include engineering and/or permitting scope.
  • Ability to actively manage a portfolio value of $5 million to $10 million
  • Able to communicate effectively at all levels and in all formats
  • A bias to action; attacks problems head on with enthusiasm, seeing the opportunity behind every challenge.
  • Able to manage multiple projects in various stages at one time.
  • Ability to think creatively and be solution focused.
  • Proven organizational tools and methods for ensuring all commitments are met.
  • Experience working with PG&E, Portland General Electric, or other large Electric Utility Companies

Education and Experience:

  • 2+ years of utility construction estimating experience
  • Have 5 to 10 years of project management experience
  • Bachelor's Degree or higher in engineering, project management, business, or construction management preferred

Physical Requirements:

  • Must be able to lift up to 10lbs
  • Work at a desk and on computer approximately 6-8 hours per day
  • Perform with frequent interruptions and/or distractions
  • Perform effectively under conditions of fluctuating workload
  • Uses telephone and email to communicate with vendors, customers, and co-workers
