Reports To: Capital Projects Manager

About the Role

As project manager - capital projects, you will lead the planning, design, and delivery of municipal infrastructure projects from concept through completion. This role ensures projects are delivered safely, on time, and on budget while fostering collaboration and maintaining compliance with technical and regulatory requirements.

Key Responsibilities

  • Prepare project documentation defining scope, schedule, and budget.
  • Develop and manage requests for proposals (RFPs), evaluate submissions, and recommend consultants, contractors, and vendors.
  • Lead the preparation of designs, cost estimates, specifications, and contract documents for municipal infrastructure projects.
  • Advance projects through concept, design, construction, and closeout phases.
  • Ensure compliance with technical, regulatory, commercial, and contractual requirements.
  • Oversee planning and implementation, coordinating with construction and commissioning teams.
  • Conduct regular project reviews and safety inspections.
  • Foster a collaborative work environment with internal teams and departments.
  • Provide capital project support for remote sites as required.


Qualifications and Required Skills

  • Must be Legally entitled to work in Canada without limitations.
  • Undergraduate degree in engineering or diploma in engineering technology (equivalent experience considered).
  • Registered, or eligible for registration, with APEGA or ASET; P.eng. licensee status preferred. Journeyman Red Seal certification may be considered.
  • 10+ years of progressive project management experience preferred.
  • Experience in water/wastewater treatment, distribution and collection systems, or solid waste management is an asset.
  • Strong understanding of project lifecycles and safety leadership.
  • Excellent communication, organizational, and decision-making skills.
  • Proficient in MS Word, Excel, and MS Project; knowledge of AutoCAD, Bluebeam, Procore, Cityworks, GPS, DroneDeploy and other construction management tools is an asset.
