About the opportunitySWCA Environmental Consultants is seeking a Project Manager – Cultural Resources to join our Cultural Resources team in Jacksonville, FL. The Cultural Resources Project Manager will be a core member of our growing Cultural Resources Program, responsible for managing client relationships, supervising staff, successfully winning and executing projects, and leading all aspects of project implementation.
This is a regular, full-time, salaried position based out of our Jacksonville, FL office and reporting to the Cultural Resources Team Lead. We will consider highly qualified candidates sitting in the southeast of the United States.

What you will accomplish
- In collaboration with others, leads and/or assists with a portfolio of successful projects from start to finish.
- Implements requirements of the SWCA Project Management, Quality, and Safety programs, fostering a culture of collaboration and dedication to project delivery, safety, quality, and clients.
- Develops and organizes project proposals, goals, scopes, plans, schedules, KPIs, invoices, and budgets.
- Manages and coordinates project teams and resources to ensure that quality standards are upheld and project milestones are met for regulatory compliance, scope, schedule, and budget.
- Demonstrates strong skills in project planning, internal communication, and human relations, ensuring effective collaboration within the team. Project plans should communicate status, schedules, task delegation, scope changes, budget allocation, and other project details (including goals, purpose, and/or reasoning).
- Monitors project progress continuously, assessing risks to project success, safety, quality, and performance standards and analyzing strategies for problem solving. When necessary, revises the scope, schedule, and/or budget to ensure that project requirements can be met.
- Establishes and maintains effective consultative relationships with clients, regulators, and other relevant external stakeholders, proactively communicating and reporting project status, updates, KPIs, issues, and risks.
- Follows applicable federal, Tribal, state, local, industry, contractual, and company regulations, standards, and specifications.
- Performs related work as assigned.
Additional Job-Specific Responsibilities
- Provides technical oversight and quality review for cultural resources investigations, reports, and compliance documentation.
- Coordinates with clients, agencies, Tribes, and project stakeholders to support successful project execution and regulatory compliance.
- Mentors, develops, and provides technical guidance to cultural resources staff while supporting team growth and project success.
Minimum Qualifications
Knowledge normally obtained through a bachelor's degree. Four years of relevant, progressively responsible experience, including 2 years of managing projects. Seven years of related experience is preferred; or any equivalent combination of experience, performance, training, and/or education.
Experience and qualifications for success
- Bachelor’s degree in Anthropology, Archaeology, or a related field.
- Four (4) years of experience in Cultural Resource Management or environmental consulting, including two (2) years managing projects.
- Two (2) years of experience in a supervisory capacity, whether in the field or in the office.
- Demonstrated expertise in federal, state, and local cultural resources laws and regulations.
- Project management experience includes working on a variety of project types and sizes, on all project aspects (from pre-field tasks through final report preparation), in multiple regions, and with a variety of regulatory agencies.
- Ability to travel and conduct fieldwork for long hours will be required on certain projects.
- Strong communication skills, both verbal and written.
- Must have a valid driver's license, the ability to pass a Motor Vehicle background screening, and have access to reliable transportation
Preferred qualifications:
- Master’s degree in Anthropology, Archaeology, or a related field.
- Seven (7) years of experience in Cultural Resource Management or environmental consulting, including four (4) years managing projects.
- Able to be listed on federal and state permits in Texas.
- Primary report authorship and experience providing quality control review of field documents.
- Experience leading archaeology crews on a variety of project types and sizes, regions, and agencies.
- Experience collecting field data utilizing modern mobile technology (tablets, Bluetooth GPS receivers, mobile software) and Trimble GPS units (Terrasync and/or ArcPad).
- Experience with computer-based programs such as Pathfinder Office, ArcGIS Desktop, Microsoft Office Suite, Adobe Acrobat, and others.
- CPR and First Aid certified.
Other Job Conditions
This position may require domestic travel, including travel by commercial airline. Candidates must be able to obtain and maintain all valid travel documents and identification required for work-related travel throughout the duration of employment.
Takes responsibility for team safety, developing safety plans (when applicable), and anticipating potential safety hazards.
Pay Range
SWCA is committed to salary equity and transparency. The expected pay range for this southeast based position is $73,710.00 - $95,550.00 per year. Actual pay may vary based on experience, qualifications, geographic location, and other factors permitted by law. Eligible employees may also receive performance-based bonuses.
