The Project Manager 3 serves as the primary operational lead responsible for overseeing the planning, execution, and delivery of the AIRTHEORY Wireless Intrusion Detection System (WIDS) project. The Project Manager 3 directly supports the Cyber Security Service Provider (CSSP) mission to deliver an integrated, continuous operational capability to detect, monitor, analyze, and respond to unauthorized wireless events and rogue activities. This position ensures the protection, mitigation, and defense of agency information systems against emerging wireless threats and unauthorized network intrusions through rigorous lifecycle management, cross-functional team leadership, and strict adherence to cost, schedule, and performance baseline requirements.

Responsibilities:
Lead end-to-end management, governance, and operational execution for the AIRTHEORY WIDS contract, ensuring alignment with CSSP mission priorities and customer milestones.
Conduct detailed requirements analysis, resource allocation, project costing, deliverable tracking, and baseline financial monitoring across all system development, deployment, and sustainment phases.
Monitor schedule performance, risk profiles, and resource constraints; develop proactive mitigation strategies and executive reporting dashboards for senior stakeholders.
Direct cross-functional technical teams (cybersecurity engineers, WIDS analysts, and system administrators) to ensure seamless continuous monitoring.
Oversee vendor management, contract administration, and deliverable quality assurance, ensuring all technical documentation and reporting meet government compliance standards.

Required Qualifications:

Education and Experience:

  • Bachelor's degree from an accredited college or university is required
  • 10+ years of demonstrated experience in conducting requirements analysis, resource allocation, project costing, deliverable tracking, schedule and financial data monitoring, and reporting for projects and contracts of similar scope, type, and complexity is required
  • 6 years of additional program management experience of similar scope, type, and complexity with the Federal Government may be substituted for a Bachelor's degree
  • A Project Management Professional (PMP) certification or Defense Acquisition Workforce Improvement Act (DAWIA) Level 3 certification in Program Management is required
  • Demonstrated experience managing complex cybersecurity, network defense, or signal intelligence projects within Federal or DoD environments
  • Hands-on experience with project management tools (e.g., MS Project, JIRA, Confluence, and Agile frameworks)
  • Strong written and oral communication skills with proven ability to interface effectively with senior government leadership, technical leads, and inter-agency partners


Desired Qualifications:

  • Specialized familiarity with enterprise Wireless Intrusion Detection Systems (WIDS), RF monitoring architectures, and rogue access point detection technologies
  • CISSP, CISM, or equivalent DoD 8140 / 8570 IAM Level II/III certification
  • Background in leading integrated product teams (IPTs) through multi-site sensor rollouts and operational readiness evaluations
